JOB DESCRIPTION The San Manuel Band of Mission Indians (Tribe) is a self-governing nation and as such, it has established tribal-managed governmental units to enhance and support services on the San Manuel reservation.
The San Manuel Tribal Gaming Commission (SMTGC) is the governmental unit created by tribal ordinance as the primary regulator of gaming activities within the Tribes jurisdiction.
The SMTGC, which includes the Compliance Department, is responsible for maintaining legal and regulatory compliance, ensuring a high level of game integrity, preventing fraud, waste and abuse, and safeguarding Tribal assets, employees and patrons.
The Safety Compliance Supervisor (Supervisor) for the SMTGC has the authority to manage, direct, guide, and oversee the Compliance safety team's work under the general direction of the Gaming Compliance Manager.
The Supervisor is the SMTGCs primary proponent for enforcing and maintaining a robust health and safety culture within the San Manuel enterprise.
The Supervisor will champion health policies, safety standards, and regulatory compliance under applicable Tribal, Federal, and State laws for the effective regulation of safety in a 24 / 7 Gaming Operation, Gaming Facility construction, and retail food sales on the San Manuel reservation.
The Safety Compliance Supervisor also collaborates, initiates, and supports opportunities with other functions by championing the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribes vision, mission and values.
Essential Duties & Responsibilities
1.Supervise SMTGCS safety team to drive safety compliance and regulatory oversight by analyzing safety metrics for trends, perform Root Cause Analysis (RCA), evaluate risk, and measure the effectiveness of the Gaming Operations health and safety-related programs to achieve best-in-class safety for the public and employees.
2.Enforce food safety regulations within the San Manuel Reservation, including issuing health permits for food facilities, ensuring food facilities operate in a safe and sanitary working environment, and taking regulatory action, as necessary, to maintain compliance.
3.Work with certified building inspectors for all construction, remodels or renovations of the Gaming Facility to ensure all building, fire, and health codes are adhered to in order to achieve compliance with the Gaming Act, Compact, and all Tribal building codes.
Supervise, monitor, and inspect building maintenance to ensure its safe operation. Administer certificate of occupancy issuance, building permits, and enforcement action to remediate noncompliance.
4.Monitor all deficiencies against published applicable requirements for safety practices until compliance is achieved; otherwise, provide factual evidence to make recommendations for regulatory enforcement action for noncompliance.
5.Supervise safety reviews to identify all non-compliant equipment and / or processes and implement solutions to eliminate exposure to such risks and prevent injury.
Supervise investigations related to safety incidents, producing accurate, factual and timely reports capturing the full analysis of the 5 Whys technique and resulting in the determination of root causes with recommendations and / or mandates for corrective action.
6.Plan and execute project tasks, deliver timely, quality reviews for all licensure and certification requirements for the gaming operation, ensuring all regulatory requirements are fulfilled in order to issue necessary licenses and certificates.
7.Oversee and ensure compliance through implemented processes for effective handling of all problem gambling and exclusion related matters, where the Gaming Commission has a responsibility to protect the public health and safety.
8.Implement qualitative and quantitative standards for work performance focused on key results and create a positive, performance-based culture in which team members hold themselves and others accountable for meeting the standards and achieving meaningful results.
9.Perform other duties as assigned to support the efficient operation of the department.
