PROGRAMMING AND ANALYTICS DEVELOPMENT MANAGER

OVERALL JOB PURPOSE

The Programming & Analytics Development Manager serves as the head of the data and software development teams, overseeing data-driven decision-making and programming projects. This role combines strategic data analysis with technical leadership to deliver quality software solutions, drive business insights, and enhance process automation. The manager ensures project goals align with business objectives and manages programming staff to meet the needs of various stakeholders.

DUTIES AND RESPONSIBILITIES

Strategic Project Management:

• Understands project requirements and aligns team functions to meet them.
• Tracks project activities, tasks, timelines, and team roles across multiple projects.
• Acts as the primary point of contact for stakeholders, ensuring accurate project updates and timely communication.

Programming and Systems Development:

• Oversees the development, implementation, and testing of programming projects to enhance automation and data workflows.
• Assist in the creation, maintenance, and compliance with credit unions software development lifecycle policy and procedures (SDLC Framework).
• Designs and deploys custom web-based applications in .NET environments, providing technical specifications and diagrams.

Leadership and Team Management:

• Manages the data & analytics team, providing guidance, mentoring, and performance evaluations to promote career growth.
• Leads the hiring process for new developers and testers, ensuring team velocity and productivity align with organizational goals.
• Delegates responsibilities to appropriate resources and provides production support as needed.

Technical Oversight and Review:

• Conducts technical evaluations of deliverables, providing recommendations for improvement.
• Participates in review meetings to communicate project updates to stakeholders and ensures proper documentation processes.
• Serves as a technical expert, capable of filling in for developers in case of staffing shortages.

Technology Integration and Support:

• Collaborates with the IT team to develop solutions that fulfill business needs while maintaining system security.
• Supports the SDLC framework and creates flowcharts to visualize processes and technical requirements.

Compliance and Policy Adherence:

• Understands and agrees to abide by the policies and procedures established by Sandia Area Federal Credit Union and federal and state legal and regulatory guidelines, including the Bank Secrecy Act (BSA) and the Office of Foreign Assets Control (OFAC), as applicable to this position.
• Ensures user accounts are maintained with appropriate permissions across networks and applications.

• Keeps the CFO informed about significant issues and challenges.
• Maintains a positive and caring atmosphere for members and employees consistent with the Credit Union’s mission and philosophy.
• Maintains the security and confidentiality of pertinent information and records.
• Participates in technology consortiums and standards, demonstrating industry leadership.
• Meets deadlines as assigned and directed.
• Performs additional duties as assigned or directed.

Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES

• Strong analytical, technical, and communication skills, with experience in SQL, .NET, programming languages (e.g., C#, Python, Java), and database architecture.
• Familiarity with Git, software development methodologies, and SDLC best practices.
• Understanding of repeatable automated processes for building the application, testing it, documenting it, and deploying it at scale.
• Experience/Knowledge in web and backend design and development.
• Experience/Knowledge in UI frameworks and libraries like jQuery, ReactJS, Play, or AngularJS.
• Experience/Knowledge in ETL processes, best practices, troubleshooting, and tools.
• Ability to synthesize, visualize, and communicate complex data to diverse audiences.
• Proven experience leading technical teams and strategic planning.
• Excellent organizational and delegation skills.
• Must be able to lift up to 10 lbs.

EDUCATION AND EXPERIENCE REQUIREMENTS

• BS/BA in a relevant field (Computer Science, Business Information Systems, etc.) or equivalent experience.
• IT certifications (MCSA, MCAD, MCSD, MCDBA, or equivalent) preferred.
• Five years of experience in data science, programming, or software development, with progressive management responsibilities.
