Job Description:
The Economist II will provide analytical and advisory support to support the Electricity Acquisition program at Defense Logistics Agency (DLA) Energy. This individual will work independently or as part of a team to conduct analyses, make recommendations, and provide consultation on market conditions, trends, and projections.
Key Responsibilities:
● Conduct analysis of electricity markets including current market conditions, trends affecting future market conditions, and projections concerning economic factors related to energy market conditions.
● Analyze regulatory policies and changes that may affect contract terms, performance, or administration.
● Develop negotiation strategies and objectives considering potential alternate suppliers and regulatory or industry changes.
● Provide consultation, documentation of issues, and draft negotiation reports.
● Support acquisition planning through development of market surveys, competition assessments, and strategies to increase contractor participation.
● Evaluate contractor invoices and identify any potential billing discrepancies.
● Possess knowledge of electricity infrastructure including roles of utilities, ISOs, power exchanges, private utility service providers, and power marketing administrations.
Skills and Knowledge:
● Master's degree in business, finance, economics or related field required.
● Minimum of 5 years experience in energy sector, with experience in electricity industry preferred.
● Knowledge of energy markets, valuation models, methods and tools.
● Experience with projections concerning economic factors related to energy market conditions, or energy industry practices.
● Demonstrated analytical and problem-solving skills. Excellent communication skills.
