Must have

Job Responsibilities:
Position Summary:
Perform spatial and tabular data creation, update and maintenance for the Service Authority’s (SA) Asset Registry. Perform creation, update and maintenance of the SA’s asset records. Provide geospatial product creation and spatial analysis. Perform project tasks related to GIS, Records and/or Data Governance.
Position Responsibilities/Essential Job Functions – DM and Records:
- Demonstrates knowledge of ESRI Software Suite, ArcGIS Desktop interface, ArcSDE versioning workflows, edits spatial and tabular data, querying geospatial and tabular data within ArcMap, GIS tools (i.e. custom, Data Reviewer) or related tables/joins to adhere to business process and database standards.
- Demonstrates general knowledge of GIS data management and administration (i.e., spatial data files, local file and folder management). Performs database interaction via scripting methods (i.e., SQL and Python).
- Creates spatial visualizations that align with SA’s templates and workflows. Creates spatial and tabular visualizations (i.e., cartography, reports).
- Troubleshoots and maintains hardware (i.e., plotters, scanners, GPS equipment). Collects and processes GPS, CAD survey data, etc.
- Demonstrates knowledge of EAM’s custom-built GIS web apps. Knows the tools, abilities and purpose of all of the apps.
- Demonstrates water and wastewater utility engineering knowledge by reading and interpret conceptual design plans, as-built drawings, data records, surveys, and inspector files, identifying water and sewer assets on developer plans and translates from paper/CAD to GIS assets following business and topology rules, reading and interpreting inspector plans, data records, and inspector files featuring revisions.
- Conducts quality control inspections and testing of other team members’ work and software for structured GIS data and unstructured records.
- Demonstrates knowledge of EAM’s data quality management plan and the flow of data from the GIS Database to the master data repository and /or GIS App data repository. Read and understand data governance documentation, SOPs, and quality control indicators and measurements and apply to work products to ensure quality. Organize and update unstructured data to preserve single source of truth.

Essential Skills and Experience – DM only
- Processes tasks for GIS production (i.e., asset status changes, and QAQC).
- Analyzes data (i.e., spatial and tabular analysis) and relational database tables.
- Performs, improves, and documents full GIS production key business process.
- Administers ArcGIS Data Reviewer (i.e., run tests, enable extensions, create databases).
- Participates in records review meetings (i.e., offer ideas, suggestions, and findings).
- Conducts cleanup of spatial and attribute information on the GIS asset registry.
Additional Position Responsibilities/Essential Job Functions – Records only:
- Processes tasks for production and records (i.e., project permitted records, AsBuilt records work, and QAQC).
- Performs, improves, and documents full GIS records key business process.
- Demonstrates an understanding of the land development process and county and engineering development’s workflows.
- Conducts “cleanup” of records data (spatial, tabular and unstructured).
- Files, scans and maintains maps and plans and interpret unstructured data.
- Compiles mapping revisions for map updates and update unstructured data in response to map updates.
- Completes detailed reviews of historical engineering plans and field sketches to determine whether asset registry needs correction.
- Makes copies of plans using large format scanners and plotters.
- Actively participates in records review meetings (i.e., offer ideas, suggestions, and findings).
- Reviews and interprets newly permitted and AsBuilt engineering development projects to determine the scope of work needed for records and GIS updates.
- Performs quality control to ensure records are up-to-date and accurately located.
- Cross-references operational documentation (i.e. TV Reports) against the Asset Registry and Records.

- Uses creativity: provides non-standard ideas and solutions when brainstorming or to troubleshoot issues and challenges.
- Associate’s degree in Geography, GIS, Engineering, Computer Science (or related field).
- Or combination of education and experience as described above.
Preferred Skills and Experience:
- At least one year of experience working with GIS (Esri suite of products preferred); and at least one year of experience working with office computer software and equipment (i.e., Microsoft Office Suite, Adobe, etc.).
