Protect the air, water, and land that sustains Santa Fe County. Advise County on best practices for environmental protection and ensure that the County complies with or exceeds requirements outlined in federal, state, and local environmental laws and regulations. Lead cross-departmental teams to fulfill environmental reporting requirements, provide expertise to evaluate the environmental impacts of development permit applications, and ensure that County construction and operations comply with environmental laws and regulations.

EXAMPLE OF DUTIES
Lead the County in meeting local, state and federal environmental requirements for compliance and reporting for air quality, storm water, endangered species, underground storage tanks, hazardous materials, wastewater, drinking water, solid waste, and other environmental requirements. Work interdepartmentally to assist in updating policies, procedures, and systems to ensure compliance with local, state and federal environmental review and reporting requirements. Review and provide comment on Environmental Impact Statements and regional environmental issues of relevance to the CountyLead the County to ensure compliance with requirements outlined in the County’s municipal separate storm sewer system (MS4) permit. Tasks include, but are not limited to, leading or procuring services for the following: Prepare the County’s annual MS4 report by collecting storm water management data from across various sources across the County, making the report available for public comment, coordinating responses to public comments, and submitting the completed report to the Environmental Protection Agency (EPA). Ensure the County’s storm water management program and procedures remain current. Developing and implementing updates as needed.Develop, implement and maintain a County storm water management website to provide public education and access to County storm water resources.Work with the County’s GIS to ensure the County’s storm water outfall map and MS4 jurisdiction map are up to date.Manage consultant contracts to carry out required screening and water quality sampling within the County’s MS4 jurisdiction.Participate in and lead, as needed, MS4 collaborative meetings between the City of Santa Fe, County stakeholders and the New Mexico Department of Transportation (NMDOT) to coordinate and collaborate on storm water management.Lead the development and sharing of storm water management training opportunities with relevant County stakeholders and maintain records of participation.Maintaining a current storm water inspector certification.Develop, implement and maintain a domestic well metering program in compliance with local, state and federal laws and regulations, including, but not limited to, those administered by the Office of the State Engineer (OSE) and the County, to increase water security and resiliency throughout the County.Provide expertise to ensure the County is in compliance with federal, state, and local environmental laws and regulations.Provide expertise in evaluating and minimizing the environmental impact of development, resource extraction, and septic systems. Assist the County in ensuring projects comply with local, state and federal environmental laws and regulations.Provide expertise to the County in evaluating and minimizing the environmental impact of County operations, water treatment, wastewater treatment, grounds keeping, maintenance, and construction projects. Assist in ensuring County operations and construction complies with federal, state, and local environmental laws and regulations.Provide oversite and management of County’s water and wastewater permits to ensure compliance with all local, state and federal laws and requirements. Lead and manage all new permit applications and permit renewals.Keep current with federal, state, and local environmental laws and regulations. Prepare comments to state and federal agencies on matters pertaining to environmental protection and permitting on behalf of the County. Lead the evaluation of and make recommendations for County permitting programs to protect natural resourcesReview and provide recommendations for updates to County procedures and the Santa Fe County Code of Ordinances to better protect natural resources.Other duties as assigned.Knowledge / SkillsStrong organizational skills and ability to independently manage multiple projects and deadlines.Effective written and verbal communication skills.Ability to collaborate with internal and external stakeholders.Knowledge and hands on experience in federal, state, and local environmental laws and regulations.Knowledge of land use planning principles and strategies to minimize environmental impacts.Knowledge of environmental science and ability to stay up-to-date on new research and practices.

SUPPLEMENTAL INFORMATION
Working Conditions: Work schedule may include evening and weekend hours. Travel may be required. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger handle or feel; reach with hands or arms; climb or balance; stoop, kneel, crouch, or crawl; climb or balance; and talk or hear. Clarity of vision at long and short distance required. May be required to lift up to 20 pounds. May be exposed occasionally to hazardous materials; to high risk or potentially dangerous situations; to dust, fumes, airborne particles, or allergens; to excessive noise and to working near hazardous or moving equipment or machinery. When performing field work, to use protective clothing, equipment, devices, or materials. May be subject to exposure to CRTs and VDTs.Conditions of Employment: Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
