JOB
Facilitates the acquisition of property, easements and leases for County projects and services and manages the disposal of property. Ensures the effective and efficient services provided by the Division by planning, supervising, monitoring, and evaluating the Real Property operations.

EXAMPLE OF DUTIES
Plans, organizes, coordinates, and performs work involving real property surveying, appraisal, acquisition including eminent domain proceedings, relocation assistance, rights-of-way, facility leasing, patents, licenses, and disposal of surplus real property of and for Santa Fe County.Supervises and coordinates activities of the real property division; interviews and hires staff; provides direction, provides coaching, counseling, assistance and training to staff; evaluates need for and recommends additional, resources and personnel; and evaluates work performance.Confers with and serves as real estate consultant to other departments on activities relating to the purchase, sale, lease, rental, or disposal of property for the County as it affects their operation; coordinates with other departments to schedule necessary acquisitions to promote timely completion of projects. Participates on a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence.Directs the maintenance of real property records and leases, identifies and resolves deficiencies in existing property records; inspects various properties for potential acquisition; negotiates land acquisition agreements, lease agreements and development agreements; drafts and reviews legal documents required for the purchase and management of properties including contracts, deeds and easements.Work with private appraisers, realtors, surveyors, and other professionals employed for specific projects, and review and approve work of said individuals for County use.Conducts special studies and investigations and prepares periodic reports concerning the property management program.Assists in providing economic, social, and political impact studies of real estate acquisition, management, or disposal actions.Manages and maintains a comprehensive real estate portfolio owned by the County; analyzes each asset; prepares and implements asset plans to maximize the value of the assets in the portfolio.Analyze proposals, appraisals, County plans and studies for directors, and officials; advise department directors in the area of real estate and in acquiring property for planned projects by each department; prioritizes real estate projects and determines the order in which projects will be completed based on citywide needs.Manages and participates in the development and implementation of division goals, objectives, policies and priorities for each assigned service area; recommends and implements policies and procedures. Knowledge / Skills: Knowledge of commonly applied real property principles, rules, regulations, and practices; and a general understanding of real estate markets. Knowledge of principles and practices of budget preparation and administration.Knowledge of modern and complex principles and practices of real estate negotiations.Knowledge of pertinent Federal, State and local laws, codes and regulations.Knowledge and understanding of agency, state, and local government realty statutes, policies, and procedures. Knowledge of accepted principles and practices of land appraisal and negotiation for real property and property rights. Knowledge of legal property descriptions.Knowledge of commonly used contracting rules, regulations, and procedures to acquire interests in or dispose of properties.Ability to use computer programs such as Microsoft Word, Excel, PowerPoint, Project, and Access, and to update computerized databases. Ability develop and maintain cooperative working relationships; keep accurate records and write comprehensive reports.Ability to effectively utilize outlook email software, project scheduling software, and database software.

SUPPLEMENTAL INFORMATION
Working Conditions: Work is performed in an office setting. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger handle or feel; reach with hands or arms; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at long and short distances required. May be required to lift up to 20 pounds. Work schedule may include evening and weekend hours. Travel may be required. May be subject to exposure to CRT’s and VDT’s. Conditions of Employment: Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
