The ideal candidate will be capable of providing professional, advanced technical and analytical work in administering contracts in excess of $10M with community partners, including the Arts and Cultural Alliance of Sarasota County (ACASC) and Visit Sarasota County (VSC); as well as managing the Tourist Development Cultural/Arts (TDC/A) Grants program.

About the Position
In this role you will be responsible for...
Contract Administration:
Serve as contract manager for assigned contracts ensuring continuous contract management and oversight. Responsible for compliance and accuracy of the contractual deliverables. Perform programmatic and administrative contract monitoring. Ensure scope of services are completed as defined within contracts.
Methodically manage invoicing and payment/reimbursement process for over $10M in contract obligations. Utilize systems such as OneSolution, OnBase, Smartsheet and Excel to ensure financial accuracy. Review invoice packets for completeness and accuracy. Communicate in a proactive, timely manner to resolve payment packet issues.
Manage program budget and monitor contract encumbrances and expenditures to ensure adherence to authorized amounts within defined program area(s).
Ensure all contract deliverables are met within the timeframe identified. Act in a proactive manner to ensure completeness.
Ensure compliance with County’s purchasing policies as defined within assigned agreements. Initiate and manage purchase orders for contracted services.
Serve as the point person on contracts or contractual matters. Manage contract performance in accordance with established terms and conditions.
Ensure that up-to-date insurance(s) are on file and tracked in accordance to requirements.
Develop strong relationships with community partners contracted to perform services on behalf of the County.
Monitor financial balances and provide budget-to-actual reports on a monthly, quarterly and annual basis maintaining a balance match between the County and community partners.
Prepare correspondence, Board packets, complex/statistical reports and presentations.
Proactively manage process and coordinate with internal and external partners to develop scope of services, budget and associated requirements for Board consideration.
Provide training and support as needed.
Tourist Development Cultural/Arts Grant Program:
Proactively manage process and coordinate with internal and external partners to develop grant guidelines, budget, and associated requirements for Board consideration.
Manage, coordinate, and implement an art grant funding program as defined and approved by the Board.
Methodically manage invoicing and payment process for grant contract obligations. Utilize systems such as OneSolution, OnBase, Smartsheet and Excel to ensure financial accuracy. Review invoice packets for completeness and accuracy. Communicate in a proactive, timely manner to resolve payment packet issues.
Ensure full compliance of the grant program with County policy.
Perform post program reviews of a representative sample of grantees evaluating compliance with the adopted guidelines, currently named Tourist Development and Cultural/Art Program Guidelines.
Evaluate and assess grant program and audit review processes for improvements.
Maintain tourism reporting and organization evaluations throughout the grant cycle, finalize year-end results for distribution to County staff and partnered organization.
Provide training and support as needed.
Work Hours:
Full-Time, 40 hours per week.
Monday - Friday, 8:30 a.m. to 5:30 p.m.
About You
Minimum Qualifications:
Bachelor of Art or Bachelor of Science degree from an accredited college or university in Public Administration, Business, Finance, Hospitality, Tourism or job related field.
Two (2) years job-related experience.
- OR- Six (6) years professional job-related experience can be substituted at management discretion for the required education.
- OR- Related professional program/ project management may substitute for the required education at management discretion.
Valid Florida Driver's License by date of hire.
Preferred Qualifications:
Prior experience with managing high profile and high dollar value contracts, preferably within government agency.
Prior experience in direct management of program budget in excess of $5M
