Job Description
Responsible for designing, implementing, maintaining, improving, and troubleshooting Supervisory Control and Data Acquisition Systems (SCADA) and control systems programs and related hardware. Works closely with Electricians to troubleshoot, modify, and maintain field instrumentation and motor control systems related City water and waste water systems. Works with IT department related to network issues involving SCADA system. Job Responsibilities
Operates and maintains the SCADA software and computer hardware, computer wireless and LAN network, and to serve as the network administrator over the SCADA network.
Perform modification to existing programs related to SCADA system to correct defects and make performance improvements and optimizations
Maintain, troubleshoot, and repair 800MHz and 400MHz SCADA network radio system.
Participate with Director in long-range planning and establishing priorities for facilities maintenance, repairs and improvements.
Assist with specifications and review plans related to new facilities being developed by and for the City water and wastewater systems, and develop back end programming for new sites.
Develops and maintains a data logging system that will record flows, tank levels, pump status, pressures, system settings, and other system information.
Provides information to compile monthly and annual reports and to accurately calibrate hydraulic models.
Coordinate work activities with other City departments, representatives of local, state, and federal agencies, citizens, and equipment and service suppliers.
Work closely with drive cabinet and SCADA RTU cabinet builders to ensure correct integration with existing City systems
Ensure security of SCADA system.Work with IT department and outside agencies to understand and execute appropriate security protocols
Maintain excellent public relations by assuring that public/and internal inquiries are answered in a courteous manner and that complaints are responded to promptly. Where appropriate, refer inquiries to the Director.
Stay informed on changing products and technology and make recommendations to the director.
As required, prepare labor, material, time, and equipment estimates for new or modified facilities.
Assists with training and orientation of new employees with regards to SCADA system.
Assist with recommendations for the department"s budget.
Performs other duties as assigned.
Qualifications
JOB QUALIFICATIONS
AA/AS degree in Electrical Engineering, Computer Networking, System Operations and Maintenance, Computer Technology, Electronics, or related discipline. Six (6) or more years of progressively responsible related experience in industrial programming. Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities. Ability to obtain certifications as needed.
Certifications:
Must possess a valid Utah State driver's license.
OSHA Confined Space Certification.
OSHA NFPA 70E Arc Flash Training
First Aid and CPR Certification.
Utah Water System Operator Certification.
Knowledge, Skills and Abilities
Knowledge, Skills and Abilities - Knowledge of:
Must be able to demonstrate proficiency with programming of Indusoft, Rockwell Software Studio 5000, HMI panel software, dialer software, radio programming software, and other applications as needed.
Must have proficiency in computer network systems and settings including copper and optical fiber.
Must have proficiency with VHF radio network hardware and systems.
Must have or acquire proficiency with maintaining and troubleshooting low voltage control systems and instrumentation including PLCs, relays, radios, network switches, timers, power supplies, hardwire logic, VFDs and soft starts, HMI touch panels, pressure transducers, flow meters, etc.
May be called on to learn and help with troubleshooting and repair of other control systems, such as traffic signal control cabinets, building automation systems, remote utility meter read systems, or other technical control and telemetry systems.
Must have or acquire a working knowledge of fluid pumping and water piping systems and related calculations.
Must have a thorough knowledge of work hazards, safety procedures, and public safety matters.

Wage Range:
The full wage range is as follows, please note hiring will normally occur between the minimum and the midpoint.
Minimum - $24.61/hr.
Midpoint - $30.14/hr.
Maximum - $35.68/hr.

In addition, the City does not participate in Social Security so no Social Security taxes are deducted from your paycheck.
