Job Description:
Savan Group is seeking an experienced Cost Analyst to assist and support cost analysis, planning, development, and monitoring for a large Federal Government client at the portfolio, program, and project level. The experienced Cost Analyst will utilize their federal experience to assist and support the operations, governance, performance management, and program management activities of a federal agency. The ideal candidate will enjoy working in a dynamic and fast-past environment as a team member of an experienced, technology-focused project management office (PMO); the team includes program/project managers, operational and technical staff, and a mix of contractors and federal clients. The PMO will be leading, managing, and overseeing a portfolio of business mission programs and projects in support of the mission goals and objectives of the agency.
Responsibilities:
- Provide cost model development, acquisition, and/or financial management support for the IT portfolio in a federal agency.
- Support requests for cost management activities such as project/program life cycle cost estimating, alternative impact analysis, cost tracking, monitoring/control, and reporting requirements in accordance with both the federal agency requirements and industry and government best practices (including GAO’s Cost Estimating and Assessment Guide).
- Assist and support PMO team members in developing, managing, and reporting major information technology investments in accordance with agency capital planning and investment control (CPIC) and Office of Management and Budget (OMB) requirements.
- Assist the PMO in implementing measurements of scope, schedule and costs and using earned value management for monitoring and measuring portfolio performance under the purview of the federal client agency.
- Support the preparation of presentations, reports, findings, and recommendations to correct project/program variances or problem areas.
- Develop and sustain a solid client relationship and identify opportunities to provide additional services

Required Qualifications:
- 3+ years of federal management consulting experience
- 2+ years of demonstrated experience providing federal cost analysis, finance, accounting, and/or acquisition management support services
- Experience with project and/or program life cycle cost estimates and assessments in accordance with GAO’s Cost Estimating and Assessment Guide
- Experience with program/project life cycle costs, schedules, and performance in accordance with industry and federal earned value management principles and practices, as described in GAO’s Cost Estimating and Assessment Guide
- Experience in developing, rationalizing, and managing business cases, alternatives analyses, cost benefit analyses, risk management, and acquisition plans in compliance with federal requirements
- Knowledge of GAAP, FASAB, GAGAS, and OMB Circular A-123 Internal Control Over Financial Reporting (ICOFR)
- Experience with Microsoft Word, PowerPoint, and Excel, including creating and utilizing pivot tables and implementing Index/Match and GetPivotData functions
- Strong verbal and written communication skills, attention to detail, and ability to multitask
- Bachelor's degree in accounting, finance, or a related discipline
Desired Qualifications:
- Experience with IT portfolio and project management applications such as eCPIC and Primavera desired, but not required
- Experience implementing and managing an Earned Value Management System (EVMS) in accordance with the ANSI/EIA 748 standard
- Experience generating, rationalizing, and reporting project/program EVMS performance metrics to senior management as part of the project/program execution and monitor & control activities
