PRIMARY FUNCTION: Under the direction of the Campus Police Lieutenant, the Sergeant First Class’s management responsibilities will include managing Zone/Beat Sergeants, assigned units within the divisions; manages and participates in patrol, criminal investigations, administrative services, or special project duties; assumes responsibility for assigned special  programs, projects, department-wide functions or activities with other agencies; perform a variety of administrative and technical tasks relative to a primary or collateral assignment. Performs work under general instructions, but within established policies and procedures; performs related duties as required to achieve successful results in support of Board of Education’s mission, goals, policies and objective.

SALARY SCHEDULE: Grade 14

WORK DAYS: 250

 

REQUIREMENTS:

  1. Education Level: High school diploma 

Preferred: College coursework or degree in criminal justice

 

Experience, Skill, and Certification: 

  • Certification from the Georgia Peace Officer Standards and Training Council (POST) as a police officer
  • Three (3) years of supervisory experience in law enforcement environment or related field
  • Assignments must have included public and community relations
  • Knowledge of state and federal laws pertaining to crime, safety, and security
  • The ability to interpret and explain laws, rules, policies, and procedures, and to apply them appropriately
  • Strong organizational and supervisory skills
  • Strong interpersonal/communication skills
  • Knowledge of training/teaching techniques for law enforcement personnel
  • Knowledge of public relations and crime prevention programs
  • Excellent oral and written communications skills; demonstrable ability to prepare accurate and concise written reports as well as “public relations” skills
  • Knowledge of Board policies and procedures
  • Knowledge of computer applications, particularly Microsoft Office applications

Preferred:

  • Previous experience working in a campus envirnoment
  • Experience in law enforcement patrol, traffic, records and intelligence work
  • Possession of the supervisory/Management Post Certificate

 

ESSENTIAL DUTIES:

  1. Models and ensures appropriate workplace behavior that reflects the values of Savannah-Chatham County Public School system and the Board of Education; Represents program goals, objectives and needs before local, state and federal agencies, community groups and the public.
  2. Provides initiative as a leader to achieve positive, timely results for the organization: manages, plans, prioritizes, assigns, and evaluates the work of personnel.
  3. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  4. Manage the operational division of campus police, such as operations, crime prevention, or administration; relays orders and messages from superior. Coordinates Campus Police services with local law enforcement agencies and court systems.
  5. Communicates clearly and concisely both orally and in writing with the public and fellow employees; prepares well written reports and makes effective presentations.
  6. Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  7. Plans for and coordinates responses to significant pre-planned events and emergency incidents for the District and any unusual occurrences including natural disasters, demonstrations, marches, rallies, dignitary visits, and other similar events
  8. Keeps abreast of the law and all applicable changes in departmental rules, local, state and federal laws and regulations that affect police operations and the civil rights of the public, state law for district administrators and department staff. Develops and recommends new and revised policies and methods related to Campus Police operations. Interprets district policy and state law for district administrators and department staff and public.
  9. Directs, coordinates, and reviews the work plan, strategic plan, and performance measures for the assigned division or command; meets with staff to identify and resolve problems; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures.
  10. Responsible to participate in and supervise relevant training activities to include coordinating, program development and staff development. Assist in the administration of the certification program for the department.
  11. Receives, records and investigates complaints for all criminal and internal complaints from students, parents, staff and others about department personnel. Participates and leads others in conducting difficult, sensitive, and confidential investigations and takes all necessary actions as appropriate. Conducts background investigations that would be more extensive than intake background investigations.
  12. Reviews all investigative/incident reports/logbooks and supplementary follow up reports submitted by subordinate personnel for sufficiency, accuracy, professionalism, and completeness. Ensures reports meet departmental standards and makes recommendations that ensure information is recorded in conformance with regulations; determines the need for follow-up; determines appropriate distribution throughout the campus community.
  13. Establishes and maintains effective working relationships and works cooperatively with coworkers, other members of the management team, District staff and the community.
  14. Participates in regular performance evaluations of direct reports; gives frequent and specific feedback about personnel performance; holds co-workers accountable for doing their jobs and celebrates accomplishments and successes.
  15. Promotes and ensures proper employee training and compliance with BOE school safety program and department safety procedures; ensure all equipment is utilized properly and inventoried.
  16. Keeps the Chief of Police and other Command Staff members informed of current conditions within the Department including morale, problem areas and suggestions from subordinate personnel.
  17. Assists in the preparation and administration of the department budget; reviews, evaluates and develops programs, policies and procedures for department operations.
  18. Participates in the development and implementation of goals, objectives, policies and priorities for the Department and assigned division; identifies resource needs; recommends and implements policies and procedures.
  19. Participates as a member of various committees, including departmental hiring and promotion, and may assist in developing and communicating departmental operating procedures.
  20. Serves as a member of the emergency response team and is primarily responsible for coordinating and planning emergency drills with the emergency response team. Responsibilities to include active shooter, impact of terrorism on school safety, threats assessment, lockdowns and evacuations.
  21. May be required to work events such as sporting events, meetings, concerts, graduations, and/or any other related type of activities after and beyond normal working hours.
  22. Attend meetings and participate in community outreach initiatives.
  23. Performs other duties as necessary for the effectiveness of the organization and the safety of students and employees.

TERMS OF EMPLOYMENT

Incumbents will be considered “at will.” This position is considered to be “essential personnel, critical staff” when there is an event that creates security challenges or disruptions to district operations. This position may be required to work during identified periods of an emergency as defined in Policy Regulation GBRB-R, Title: Professional Personnel Time Schedules. Appropriate pay will be determined based on Grade 14 and allowable experience as determined by Human Resources.   • Duties are performed in and out of an office setting; requires travel to various locations of Chatham County and other locations throughout the United States as required.

  • Operates equipment to include mobile and portable radios, firearms, tranquilizer gun, telephone, copier, computer keyboard, and calculator.
  • Performs work safely in accordance with department safety procedures and the County Safety Program.
  • Operates equipment safely and reports any unsafe work condition or practice to supervisor.
