Sayres is seeking a Senior Cost Estimator located in the Washington, DC area with a SECRET clearance, verifiable in DISS.

Responsibilities

The Senior Cost Estimator will support the Strategic and Theater Sealift Program Office (PMS 385). The Senior Cost Estimator will work in a lead role in the management and execution of cost engineering task orders with clients in Navy and Maritime Administration (MARAD) Sealift Ready Reserve Force Recapitalization Program. We are looking to hire an experienced cost estimator to provide expert cost analysis services for our clients. In this role, you will be required to consult with clients and visit job sites, collect and analyze data, and provide accurate estimates of project costs including labor, production time, and materials.

* The Senior Cost Estimator will work in a lead role in the management and execution of cost task orders with clients in DoD the federal market. You will assist the Program Manager with project management, client management, operational oversight, and growth of existing service lines such as cost estimating, value engineering, scheduling, project controls and cost consulting.

* Senior level experience in Cost Engineering, Cost Estimating, Risk Management, Planning and Scheduling, Project Controls, Analytics and Cost Management Consulting.

* Provide executive level liaison with senior Navy/DoD/MARAD personnel. Relies on experience, communication with numerous stakeholders and judgment to plan and accomplish goals. Establish and maintain client relationships.

* Provide development of technical work products with cost estimates, schedules, and baselines.

* Manage metrics for measuring performance, schedules, and budgets.

* Be responsible for overall quality assurance of support products and deliverables from the assigned Task area.

* Participate in enterprise-level reviews and program assessments to track and report on constituent system and enterprise-level affordability risks.

* Maintain/modify processes and procedures to ensure that the economic viability of each potential engineering solution is considered along with the technical aspects.

* Apply concepts and techniques that track the benefit of systems, products, and services in relation to their costs.

* Work with functional and program leadership, including IPTs and cross business team members to meet affordability requirements.

* Track and update cost estimates and models using cost estimating relationships, historic data, parametric and analogous cost models.

* Participate in customer affordability groups.

* Monitor SoS cost engineering-related policy and processes within MARAD, Navy and DoD.

Qualifications & Clearance Requirements

Education, Work Experience, Skills, and Clearance Requirements:

* Master's Degree and 8 years of related experience OR Bachelor's Degree and 10 years of related experience.

* Minimum of five (5) years' experience in financial management within the Defense Industry/Department of the Navy or comparable Government Agencies.

* Demonstrated understanding of DoD contracts and contract analysis and has knowledge of DoD contracting processes in the technical or program area specified.

* Ability to direct all financial management and administrative activities, such as budgeting, manpower and resource planning, and financial reporting.

* Ability to perform complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issues which would require a report and recommend solutions.

* Ability to develop work breakdown structures, prepare charts, tables, graphs, and diagrams to assist in analyzing problems.

* Must possess strong organizational and time management skills; the ability to prioritize and perform multiple tasks simultaneously; exceptional interpersonal and communication skills with an emphasis on providing good customer service; highly self-motivated and resourceful with strong problem-solving skills; and exceptional attention to detail and an ability to work with minimal supervision from the customer.

* Strong MS Office skills.

* Active Secret security clearance verifiable in DISS or the ability to obtain one

Preferred:

* At least 10 years of direct experience working in or supporting DoD, NAVSEA, Military Sealift Command.

* Experience providing cost engineering, project controls, risk management, and related services, plus business background in the federal sector, is highly desirable.

* Project Management Professional (PMP) certification
