SUMMARY: The position of Executive Director is a complex executive management position requiring a wide range of technical knowledge and experience ranging from the identification, diagnosis, and treatment of mental, emotional and substance use disorders to finance, funding, accounting, budgeting, people, and organizational management.

As the chief employee of the Board of Trustees (Board), the Executive Director (Director) is empowered to operate the Scioto Paint Valley Mental Health Center (SPVMHC) on a day-to-day basis, within the bounds of governing guidelines and policies established by the Board. As such, one of the major tasks of the Director is to translate such guidelines and policies into those necessary to fulfill a full range of mental health, addiction, and administrative services. The Director will oversee the implementation of these services in its Mental Health Clinics, Substance Use Treatment Centers, and Recovery and Transitional Housing Facilities in SPVMHC’s 5-county catchment area: Fayette, Highland, Pickaway, Pike, and Ross Counties.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Director is responsible and directly accountable to the Board.

The Director shall provide the leadership necessary to carry out the purposes of the organization as stated in Article II of SPVMHC Bylaws. The Director shall have the authority to operate the overall affairs of the organization consistent with the SPVMHC mission unless otherwise prohibited by the Bylaws, or policies of the Board, or other rules and regulations that may exist or come into existence. The Director shall operate and supervise the programs of the organization and shall be responsible for the quality and success of the programs. More explicitly, the Director is empowered by the Board to execute the following duties:

1) Negotiate such operational contracts and agreements as are necessary and/or advantageous to the operations of the SPVMHC. As such, assure liaison with the executives of related and affiliated agencies and systems to coordinate overall executive activities and efforts between the organizations, engage in mutual planning, and resolve mutual concerns.

2) Authorize expenditures of SPVMHC funds and to manage the SPVMHC budget within the fiscal policies and guidelines established by the Board.

3) Secure technical consultation, training, reports, and studies as are essential and helpful to the sound management of the SPVMHC, to the extent provided for within the current budget.

4) Furnish the Board with such information, materials, documents, and analysis of issues necessary to aid the Board in making informed, lawful, and reasonable policy decisions.

1) Establish, in the absence of Board policy, interim operational policy related to situations arising out of the day-to-day management of the SPVMHC until such time as the Board acts to establish permanent policy, providing:

a. The Director informs the Board of the interim policy decision and the rationale at the next regularly scheduled meeting of the Board or the Board Executive Committee and

b. The interim decision might reasonably be expected to reflect the will of the Board.

2) Provide leadership to SPVMHC staff utilizing participatory management to foster positive staff morale.

3) Issue directives to the staff and make policy recommendations to the Board necessary to securing and maintaining the status of the SPVMHC as a fully licensed, accredited and approved mental health delivery of services organization under guidelines established by the Ohio Department of Mental Health and Addiction Services and such other bodies as the Board may designate.

4) Recruit, employ, assign, direct, supervise, discipline, and separate SPVMHC employees in accordance with the personnel policies, salary schedules, and range of benefits established by the Board.

5) Maintain a positive working relationship with the Board and represent the interests and positions of the Board to the community, staff, and other agencies in public and private forums where the Director may be involved.

6) Engage in on-going economic and organizational planning with the Board and affiliated agencies and systems.

7) Implement other executive duties as may be assigned by the Board.

QUALIFICATIONS: The Director must have an advanced degree in a behavioral health-related field and be independently licensed LISW-S or LPCC-S in the state of Ohio. Furthermore, it is necessary the Director have a working knowledge of the laws, professional guidelines, compliance standards and regulations associated with mental health disciplines for the State of Ohio. Experience in leadership, business, and people management.

CERTIFICATES, LICENSES, REGISTRATIONS: LISW-S or LPCC-S, Current licensure status.

EDUCATION and/or EXPERIENCE: Master’s degree or higher; At least 10 years of experience in a strategic leadership position in a related organization. Executive Director experience in a nonprofit organization preferred.

LANGUAGE SKILLS: Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to sensitive inquiries or complaints. Ability to write effective and persuasive articles, speeches, and presentations on controversial or complex topics and present the materials when appropriate in various settings.

MATHEMATICAL SKILLS: Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, quadratic and differential equations, and proofs of theorems.

COMPUTER SKILLS: Demonstrates experience using computer applications, including database, statistical, word processing, spreadsheets, electronic record, and other presented software.

REASONING ABILITY: Ability to apply principles of logical or scientific reasoning to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
