Job Title: Senior Technical Advisor – Surface Water/Stormwater - On-Call
Job Summary: Senior Technical Advisor will work under the direction of the Surface Water/Stormwater Program Manager to provide technical expertise in areas of stormwater monitoring, permit compliance, maintenance, inspection, and installation of stormwater control measure. While working to achieve the Water Program objectives of the Los Alamos Legacy Cleanup Contract, the Senior Technical Advisor will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety and security an integral part of every task; including taking the necessary steps to stop work if continuing the task is unsafe or compromises security.
Duties/Responsibilities:• Provide technical input to designed and planned stormwater controls.• Field assessment of existing stormwater controls.• Mentor junior staff on the NPDES Individual Permit through hands on training and review.• Conduct assessments of the stormwater program, work to identify areas of improvement, and implement process improvement strategies as identified.• Oversee, communicate, and provide direction to subcontractor staff as needed; and• Other duties, as assigned.
Required Skills/Abilities: • Display expert level knowledge and ability to develop and apply highly advanced principles, concepts and techniques in project management involving surface water monitoring and compliance. • Ability to perform critical strategic tasks skillfully and to interpret broad strategic requirements and develop and execute plans to satisfy them. • Ability to have significant impact on organizational success and productivity, with broad latitude for independent judgment.• Ability to communicate effectively. • Ability to train and mentor junior staff. • Is viewed as an expert within a specialty and as highly knowledgeable within the broad discipline, both internally and externally.• Possess an advanced level of communication, reasoning, problem solving and interpersonal skills necessary to perform essential functions of the job. • Ability to work in a team-oriented project environment.
Education and Experience:• Bachelor's degree in science, engineering or related technical discipline, or equivalent, and 5 years of related experience• Experience with: stormwater best management practice (BMP) installation and inspection, stormwater sample collection, gaging station maintenance, and telemetry systems. • Familiarity with the LANL site, access requirements, general employee requirements, and work environment preferred.
