Position Summary: The Grants/Contract Program Director is responsible for the administration and management of pre and post award activities related to all Seattle Indian Health Board local, state, and federal grants, contracts and cooperative agreements. The incumbent serves as the primary contact for funders, project directors, and administrators for all grants/contracts related activities. He/She supervises the Program Manager staff, who are responsible for the day-to-day management of multiple projects within each of their program areas. He/She is the subject matter expert in all aspects of pre-award through post-award administration and provides competent and timely assistance, guidance and counsel to SIHB leadership and project teams throughout the life of a project from proposal to closeout.

 

Organizational Structure/Reporting Relationships:  This position reports directly to the Chief Public Affairs Officer and is a member of the Grants and Contracts team. This position has  direct reports.

Organizational Responsibilities

  1. Leads and supervises the Program Management Team to ensure all programs are innovative, data driven, objective oriented and compliant.
  2. Develops and maintains positive relationships with funding agencies, collaborating organizations, and multiple internal offices to ensure proper and timely grant administration. Provides competent and timely assistance and guidance to department administrators throughout the life of a research project from proposal to closeout.
  3. Tracking grant revenues and expenses and performing budget versus actual analyses based on the grant's approved budget. Performing monthly/quarterly/yearly close for the grants.
  4. Monitoring deadlines for programmatic and financial reporting requirements of grants, projects, and restricted contributions and contracts, and assisting in the preparation and submission of those reports.
  5. Steps out of the daily, task-oriented activities and utilizes strong critical thinking skills to assess workload, deadlines and time sensitive issues, and to understand and analyze data measures and metrics. Proactively identifies issues and opportunities relating to processes, policies, and operations and proposes solutions and/or improvements.
  6. Reviews the funding opportunity announcement or request for application/proposal to gain an understanding of the required application components, submission process, and sponsor guidelines. Alerts department of any out of the ordinary or uncommon submission requirements.
  7. Assists departmental staff throughout the proposal preparation process by providing review of sections as required, assisting with budget preparation and calculations including cost-share, answering questions, and resolving administrative and financial issues related to the proposal.
  8. Provides a detailed, thorough review of the completed proposal and offers feedback to the department as necessary for any required corrections and suggested revisions to enhance the overall application and to ensure compliance with funders' rules, guidelines and institutional policies and procedures prior to submission, Obtains necessary internal approvals.
  9. Submits final proposal and follows through to funders' acceptance.
  10. Provides complete and accurate award management for all grant and contract awards from set up to closeout. Works closely with the divisions, accounting, to provide outstanding stewardship of funding agency dollars and to protect SIHB interests.
  11. Thoroughly reviews notices of award and accompanying terms and conditions. Notifies division, project staff and other key stakeholders of any and all award requirements (e.g. reporting, deliverables) and restrictions.
  12. Accurately completes all award acceptance and set up documents as required for entry into SIHB finance systems.
  13. Acts as liaison to funding agencies and collaborating organizations throughout the grant award and addresses all requests such as re-budgeting, change of scope, just-in-time documents, and funder inquiries.
  14. Initiates the award close out process and coordinates closeout with SIHB divisions and project staff through completion.
  15. Creates and negotiates all sub-recipient agreements (incoming and outgoing, consulting, vendor, collaborating agencies and independent contractor).
  16. Conducts sub-award risk assessments and works to ensure appropriate sub-recipient monitoring.
  17. Develops and maintains systems expertise specifically the implementation of grants management software.
  18. Continuously assesses SIHB grants/contracts processes and procedures for opportunities to improve and standardize work.
  19. Mentors junior finance personnel.
  20. Actively leads and participates in continuous improvement activities of the fiscal department and the organization.
  21. Actively participate in internal quality improvement teams and work with members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards, when assigned.
  22. Work well under pressure, meet multiple and often competing deadlines.
  23. At all times demonstrate cooperative behavior with supervisors, subordinates, colleagues, clients and the community.
  24. Other duties as assigned by Chief Operations Officer.

Qualifications


QUALIFICATIONS:

MINIMUM QUALIFICATIONS

  1. Master's Degree in Business, or related field required.
  2. Five to seven (5-7) years' experience in grants/contracts management.
  3. Proven track record of managing grants/contracts budgets and advising senior staff on funders' compliance expectations.
  4. Proven ability in community health grants/contracts.
  5. Excellent ability to explain grants/contracts compliance concepts to all levels and personnel from diverse backgrounds.
  6. Excellent written and verbal skills.
  7. Excellent organizational skills and ability to manage multiple complex projects.

 

DESIRED QUALIFICATIONS

1. Understanding of American Indian/Alaska Native community and health issues as well as those of the surrounding community.
