Job Posting for Purchasing Administrator at Sebastian County
Job Summary:
Direct all functions as they relate to the purchasing activities of Sebastian County. Responsible for contracting, bids, fleet management, fixed assets management, inventory control, and real property insurance. Monitors the budgets for all County departments to ensure purchases comply with all County, State, and Federal directives.
Job Duties:
Directs preparation of formal bid specifications for competitive bids. Prepares bid invitation documents and directs the awarding of bids ensuring compliance with applicable County, State, and Federal laws.
Assist in the preparation of administrative department budgets by providing cost estimates for use in annual budget estimates. Authorizes all capital purchases, leases, and related items for all county offices.
Maintains property insurance coverage for the County by selecting carrier, maintaining documentation on policies, and processing casualty, property, and accident claims and report claims.
Reviews contracts for contract type, pricing provisions, selection of source, validity of acquisition method, consideration of alternate sources, completeness and accuracy of documentation, clarity of contract terms, and use of cited funds. Analyzes the market and recommends major purchases of materials and supplies based on anticipated changes in prices.
Responsible for the negotiation of contracts and contract modifications. Works with contractors and engineers to ensure work is completed as agreed. Provides direction as needed regarding the legal aspects of a contract.
Reviews applicable grant documentation to ensure grant-related purchases meet grant requirements. Works with the Grant Administrator and other relevant departments to assist with bids for grant purchases.
Approves all purchase orders, ensuring compliance, correct account coding, and adequate funding in accordance with County, State, and Federal regulations.
Prepares reports and recommendations to Quorum Court related to purchases, projects, and administrative policies.
Qualifications:
Bachelor’s degree in business administration, finance, or accounting preferred.
Requires strong administration, budgeting, excellent communication and writing skills.
Knowledge of and the ability to use Microsoft products, including PowerPoint, Word, and Excel.
