Position Summary:
Segue Technologies seeks a Systems Analyst to assist the customer for the development, test, and production environments for the Air Force’s Information Technology Investment Portfolio Suite (ITIPS) of applications. This is a full-time position. Due to COVID-19 work restrictions, this position will be remote until further notice. After COVID-19 restrictions are lifted, this position may be onsite within the National Capital Region (Pentagon, VA, or Andrews Air Force Base, MD) with potential travel to Segue HQ in Arlington, VA.

Job Duties and Responsibilities include but are not limited to:

  • Work with a high performing and dynamic team to design and deliver portfolio management (PfM) solutions for IT clients
  • Work closely with the ITIPS PM, Industry Expert and Software Engineers to ensure all IT Registration and Compliance business rules are properly translated and implemented into ITIPS
  • Assists in training support for SMEs, PfMs and PM users
  • Responsible for communicating IT Registration and Compliance Business Rules, Validation checks and behaviors
  • Support the evolution of portfolio management processes and their associated objectives and outcomes
  • Interface directly with federal clients and project and program managers across the organization to comprehend the current portfolio of projects and make recommendations for improving
  • Develop customized portfolio management artifacts, templates, and analytic tools to assist agency offices with understanding the condition of their project portfolios and maturing their portfolio management processes
  • Additional tasks as required

Required Skills:

  • Bachelor's degree in Business, Administration, Computer Science or related degree plus 3 - 5 years of writing IT requirements, or equivalent combination of education and experience
  • 3 years’ experience as Systems Analyst working under a DOD contract
  • 3 years of experience with supporting IT Capital Planning and Investment Control (CPIC), IT Portfolio Management (IT PfM), project portfolio management processes, or IT investment analytics
  • Experience with leading and planning complex tasks with daily client interaction
  • Knowledge of statutes, Federal CIO, Department of Defense CIO, and Air Force CIO regulations and policies regarding the management of IT systems: specifically, in statutes, policies, and regulations affecting the Air Force’s IT Registration and IT Compliance processes
  • Experience with Microsoft Office, including Outlook, Word, PowerPoint, Excel, and Project
  • Experience with project performance, programmatic, or budget data collection, analysis, and reporting
  • Experience in testing workflow, imaging, database and web systems
  • Ability to work without direct supervision and in a team environment
  • Excellent oral and written communication skills
  • Active Secret Clearance

Desired skills:

  • Experience with Oracle Primavera Portfolio Management
  • Experience with complimentary services, including strategic planning, governance, or performance management
  • Understanding of AF IT Registration Business Rules and Processes
  • Experience developing and/or sustaining ServiceNow capabilities
