Seneca Global Services, LLCis seeking a Data Governance Specialist in the National Capital Region to support our Department of Defense client. The candidate will play a central role in establishing an enterprise-wide data governance framework that supports business objectives, including overseeing, managing, and developing data management strategies, governance policies and procedures, and data quality processes. The candidate will serve as an expert advisor to the Chief Data Officer (CDO) and various data owners and stewards on issues related to data governance and management.

Responsibilities include, but are not limited to:

• Define the governance strategy, roadmap and supporting framework of data management processes, activities, actors, tools, and measures.
• Strength the current data management organization that includes the Agency Chief Data Officer (CDO), Data Stewards, Data Governance Board (DGB), and data council to improve their effectiveness.
• Serve as a liaison between the CDO data management team and the IT governance boards, portfolio teams, and data source owners to ensure that data-related requirements for governing data are clearly defined, communicated, and well understood and considered as part of operational prioritization and planning.
• Facilitate the development and implementation of data quality standards, data protection standards, and the adoption of routines to support those across the enterprise.
• Oversee maintenance of the enterprise metadata registry that includes an inventory of authoritative systems and owners.
• Coordinate activities to the capture and store metadata to advance the support for data governance, data usage and data quality.
• Establish a data quality framework, measure and monitor data quality, and drive the DQ process to ensure remediation and improvement.
• Monitor the effectiveness of data governance with both quantitative and qualitative measures and make recommendations for continuous improvement.
• Represent Data Governance to all levels of the organization from senior leadership to hands-on contributors, providing data stewards and other stakeholders with best practices in data governance.

Basic Qualifications:

• 10 years' experience supporting Federal or DoD enterprise data management and data governance activities.
• Working knowledge of strategic IT solutions and hands-on experience in Data Life Cycle, Data Management and Metadata Management best practices.
• Ability to develop collaborative, cooperative and constructive working relationships, resolve conflicts and negotiate with others, with strong cultural awareness.
• Results oriented, willingness to prioritize workload and drive operations to completion.
• Excellent oral communication skills and good written skills.
• Must have active SECRET clearance (an Interim Secret is acceptable).
• Must have competent writing skills, and the ability to work independently in Microsoft Office, specifically Visio, PowerPoint, Word, and Excel.
• Must have a Bachelor of Arts or Science from an accredited university or college.

Desired Skills:

• Knowledge of DoD Data Strategy and related policies.
• Experience with the DoD CDAO Advanced Analytics (ADVANA) big data platform.
• Knowledge of Machine Learning (ML) and Artificial Intelligence (AI) concepts.
• Up to date knowledge of Collibra Data Governance Center, Data Catalog, and Data Lineage functionalities.
• Masters in Computer Science or Information Systems (MIS).
