The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.

OVERALL DESCRIPTION
Responsible for the day-to-day management of the Small Business Enterprise (SBE) Program, including the DBE/SBE outreach activities; oversees certification and contract monitoring functions; ensures compliance with all DBE regulations and established procedures; assists the DBE Program Director with all administrative and program-related matters.
SPECIFIC RESPONSIBILITIES
- Manages the day-to-day operations of the Small Business Enterprise (SBE) Program.
- Manages all Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) Program Outreach activities.
- Leads and manages DBE Program Team to align goals and objectives with SEPTA Forward Strategic Plan.
- Coordinates with program specialists and analysts on certification reviews to ensure compliance with all applicable DBE policies, procedures and requirements.
- Oversees and manages project site-visits, documentation reviews, and investigations to track and monitor DBE utilization on SEPTA projects.
- Monitors data collection and ensures accuracy of SEPTA’s DBE/SBE certification and project tracking database.
- Ensures timely updates and dissemination of SEPTA’s DBE participation progress reports required by various governmental agencies [e.g., Federal Transit Administration (FTA); Pennsylvania Department of Transportation (PennDOT); Philadelphia City Council].
- Keeps abreast of all program-relevant federal, state, and local regulations, including periodic changes and updates. Develops and implements efficient and effective compliance procedures.
- Serves as in-house expert on DBE policies and procedures for SEPTA.
- Oversees all goal setting, monitoring, data maintenance, and reporting activities of the DBE Program Office.
- Assists in the development of SEPTA’s DBE utilization goals.
- Represents SEPTA on the Pennsylvania Unified Certification Program’s (PAUCP) Oversight Committee and Appeals Committee.
- Liaise with Procurement & Supply Chain Management (P&SCM) Department, Legal and SEPTA’s Project Managers to enforce SEPTA’s DBE Program procedures and policies.
- Implements tactics and solutions to expand SEPTA’s DBE/SBE vendor community.
- Develops, manages and executes outreach events in support of the DBE Program and SEPTA.
- Provides project managers and prime vendors with tactics and strategies to increase outreach and utilization of DBE’s/SBE’s.
- Provides direct assistance to DBE’s/SBE’s to include researching capacity building programs, marketing and outreach assistance, bonding/insurance, etc.
- Establishes and fosters relationships with DBE organizations, small business organizations and other public agencies; and represent SEPTA at DBE/SBE – related events.
- Performs other duties as assigned/required.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree or any related discipline with a minimum of eight (8) years’ direct experience in minority/small business development, technical assistance, procurement, administration or grant management program required.
- An equivalent combination of experience and education (i. e., two (2) years of related experience equating to one (1) year of formal post-high school education) may be considered in lieu of the above requirements.
- In-depth knowledge of Federal, State, and local laws, regulations and requirements pertaining to Small and Disadvantaged Business Utilization or similar programs required.
- Ability to offer strategic plans and thoughts – analysis of current processes and procedures, diagnosis of potential areas of deficiency or vulnerability, and development and implementation of solutions to improve efficiencies required.
- Ability to serve a large, diverse group of internal and external customers; and proactively manage a diverse team of individuals required.
- Strong analytical, written and oral communication, research, and organizational skills required.
- Advanced ability in the operation of a personal computer and standard office software required.
