OVERALL DESCRIPTION
The Payroll IT Project Leader is responsible for the administration and execution of the weekly INFOR Payroll process. Ensures the accurate management of payroll and timekeeping platforms necessary for the Authority to carry out employee pay, time balance accruals and regulatory reporting. Continuously seeks to implement improvements in operational processes and designs, to improve control and efficiencies in the various Payroll systems.
SPECIFIC RESPONSIBILITIES
- Processes jobs associated with the running of the weekly payroll system. Troubleshoots as necessary when errors occur with the processing. Monitors payroll cycle processing
- Oversees weekly, quarterly, and yearly payroll systems administration.
- Uploads/downloads data when required within the INFOR system. Supervise payment and deduction uploads.
- Coordinates and oversees weekly inputs (time records, tax forms, deductions, banking information).
- Responsible for BSI interaction, employee tax set-up and associated processes and tables.
- Oversees off-cycle payment feeds.
- Reviews and audits feeds, updates, and changes from Benefits and HRIS.
- Audits system output (taxes, deductions, feeds, and interfaces)
- Maintains and reviews Payroll/AP interface.
- Coordinates Timekeeping, APS (Attendance Points Systems) and SAP SuccessFactors (onboarding, employee changes) functions and feeds.
- Control access for timekeeping/APS functions.
ADDITIONAL / DISCIPLINE RESPONSIBILITIES
- Supervises and processes adjustment ISD uploads.
- Manages special ancillary payments.
- Maintains employee accrual balances and accuracy thereof.
- Reviews rules and contracts to apply to various systems. Coordinates revisions of tables when necessary.
- Ensures accuracy/fidelity as related to bargaining agreements within rules, tables and processes.
- Integrates ancillary systems to HRT (Payroll)
- Designs and produces time-based reporting in conjunction with IT and third- party implementers.
- Directs, trains and advises payroll clerks and analysts for new system processes and designs.
- Manages payroll-related Employee Self Service features.
- Designs and produces payroll reports in conjunction with IT and third- party implementers.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree and five years of experience working in a Payroll or Information Technology environment which includes working on a Payroll system integration project implementation or upgrade required.
- In the lieu of the above requirements, post-Baccalaureate education may be considered as an acceptable equivalent for experience (i.e., one (1) year of formal post Baccalaureate education equates to two years of related experience); however, the candidate must possess a minimum of three years of relevant experience regardless of education.
- Proven abilities with process design/process improvement, data analytics and the maintenance of confidential information required.
- Advanced Excel skills required to include the following which includes ability to utilize pivot tables, data tables, lookup functions and logical references required.
- Ability to develop data outputs (reports, graphs, tables, etc.) required.
- Ability to exercise discretion, work independently and have strong teamwork and collaboration skills required.
- Excellent organizational skills, attention to detail and written and verbal communication skills required.
- Ability to make recommendations for improvements or efficiencies while also collaborating effectively and building strong internal relationships required.
IDEAL QUALIFICATIONS AND EXPERIENCE
- Experience working in a large company (e.g., 1,000 employee) and union environment preferred.
- Experience working with INFOR preferred.
