The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.
We are currently seeking a Program Manager AEE&M (8018) in the AEE&M/Bus Vehicle Engineering.

OVERALL DESCRIPTION
Manages, develops, and maintains all technical aspects of the transition to a zero-emission bus fleet within the Automotive Equipment Engineering & Maintenance area of Operations
SPECIFIC RESPONSIBILITIES
- Develops fleet management and replacement strategies in conjunction with zero-emission capital planning operations and other departments within SEPTA.
- Coordinates internal resource assignments to deliver zero-emission projects whilst developing and cultivating skills within the authority to create a viable zero-emission team that is competitive.
- Supervises SEPTA resources associated with zero-emission initiatives for new bus fleets and coordination with various stakeholders to ensure projects meet budget & schedule requirements.
- Establishes staffing levels, both internal and contracted, necessary to support zero-emission vehicles and related programs.
- Directs and coordinates the activities of SEPTA departments to support the acquisition of new zero- emission vehicles including system testing, development of maintenance procedures and supporting documentation.
- Works closely with appropriate local, state, and federal-level agencies (e.g., PennDOT, APTA, FTA) to ensure new zero-emission vehicles fully comply with applicable regulatory requirements.
- Manages communication and coordination with subcontractors, partners, suppliers, and with the applicable project team liaisons.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree in Engineering required with a minimum of ten (10) years of progressive experience related to vehicle fleet management required.
- Extensive knowledge and experience of vehicle fleet management practices required and to include low/zero- emission vehicle related programs.
- A minimum of five (5) years of managerial/supervisory experience required.
- Proven experience using computer business applications and systems essential to the field required.
- Must possess strong interpersonal and communication skills and the ability to deal effectively with a wide range of professional, supervisory and management personnel at all levels of the organization required.
- Strong analytical skills with a proven ability to handle and resolve complex problems related to engineering, multi-prime construction, project management, and contract administration issues, required.
