Position Description

Looking for a professional role at a place you can have influence every day?  In the role of International Analyst, located in Washington, D.C., you will be a part of a dynamic team supporting the Office for International Outreach and Policy (IO&P) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).

 

IO&P is responsible for providing support to any bilateral engagement that has a science and technology (S&T) related function; however, major portfolios include the North Atlantic Treaty Organization’s (NATO) Science and Technology Office (STO) and The Technical Cooperation Program (TTCP) as well as bilateral engagements with Australia, Canada, India, Japan, New Zealand, Republic of Korea, and the United Kingdom.

 

In this role, you will:

  • Plan and execute meetings or events between senior U.S. officials and their international counterparts.  Support includes coordinating logistics (e.g., requesting access to military installations, coordinating clearances and foreign visit requests, parking for visiting personnel, etc.) for meeting delegate(s); preparing agendas; drafting read ahead information (e.g., background briefings, issue papers, decisions papers, etc.); and draft comprehensive meeting minutes or reports.
  • Write and maintain country papers.  Country paper content includes S&T priority areas and/or specialized capabilities within a specified country; governmental and defense organizational structures within a specified country; delineating the relationship between that country’s Defense S&T community and the U.S.; the international armaments cooperative relationship between the specified country and the U.S.; and maintain a record of contact between OUSD(R&E) senior leadership and the specified country. 
  • Act as action officers in assigned geographic area of responsibility.  Support includes liaising with the appropriate counterparts in the Services, Office of the Under Secretary of Defense (OUSD) for Policy (OUSD(P)), Acquisition and Sustainment (OUSD(A&S)); coordinating with country-specific action officers to ensure actions are completed between major engagement meetings; and coordinating with the appropriate technical personnel within OUSD(R&E) to complete outstanding actions between major engagement meetings.
  • Maintain situational awareness of S&T cooperative activities in assigned geographic area of responsibility and liaising with technical subject matter experts within OUSD(R&E) as well as counterparts in the Services, Office of the Under Secretary of Defense (OUSD) for Policy (OUSD(P)), Acquisition and Sustainment (OUSD(A&S)), and Intelligence (OUSD(I)).
  • Liaise with the International Cooperation Office (ICO) within the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)) to develop Memorandum of Understanding (MOU), Project Arrangement/Project Agreement (PA), Equipment and Material Transfer Arrangements (E&MTA), Working Group Terms of Reference (TOR), and/or Designated Disclosure Authority Letters (DDL), and OUSD(R&E) assessment of proposed international armaments engagement agreements.
  • Provide support in clearing OUSD(R&E) presentations with the OUSD(A&S) Foreign Disclosure Office (FDO), assisting OUSD(R&E) or Service representatives in exchanging information under OUSD(R&E) led forums, and/or responding to questions from OUSD(R&E) personnel or Service representatives in any international cooperation question, as needed.
  • Conduct data extraction from the DoD International Agreements Database on either a specific country or technical topic.
  • Establish and maintain IO&P external outreach tools to include the OUSD(R&E) international website, briefing cards, and overview presentations.
  • Work with OUSD(R&E) travel planners to set-up international travel and coordinate appropriate country/security clearances for major OUSD(R&E) international engagements, as needed/applicable.
  • Serve as the point of contact for Washington-based Defense Multifocal meetings.  As the point of contact, synchronize activities between OUSD(R&E) initiatives and representatives from all the participating organizations/nations; and coordinate intelligence threat briefings at appropriate international events with the Chief Technical and Science Intelligence (CSTI) representatives, and the Office of the Assistant Secretary of Defense for Intelligence (OUSD(I)).
  • Specific to TTCP support, act as the U.S. Executive Officer as well as provide direct support to the U.S. Principal, the U.S. Deputy, the U.S. National Representatives, and the applicable Group Executive Chair(s).  Support includes providing advice and recommendations for the management and execution of TTCP; developing proposals and implement plans to improve management procedures and process efficiencies within TTCP; conduct analysis of TTCP strategic initiatives and provide recommendations for improvement; planning, preparation, and execution of U.S. participation in TTCP meetings, and events (e.g., the Principals annual meeting and teleconferences, Washington Staff meetings, EC College teleconferences, Group-level meetings, etc.); drafting the EC College Newsletter; and planning the TTCP U.S. Award Ceremony.
  • Specific to NATO STO support, provide support to the U.S. Science and Technology Board (STB) members, the U.S. Voting Panel members, and the U.S. National Coordinator.  Support includes coordinating quarterly update meetings, prepare senior U.S. leadership before STB meetings, assess, and evaluate documents and/presentations (e.g., technical reports, etc.) before submitting to the U.S. NATO National Coordinator for approval, and coordinate with the appropriate organizations for U.S. appointments to NATO STO technical panels.

Qualifications

 To be successful in this role, you will have:

  • A Bachelor's degree and a minimum of 5 years of experience supporting a government office or official.  The government is willing to consider a candidate that has less years of experience with a higher degree level.
  • A current or active DoD Secret level clearance.
  • A baseline line understanding of the different authorities available for international cooperation to identify the appropriate mechanism to support R&E efforts.
  • Experience planning and executing meetings or events.
  • Experience acting as liaison at a high-level for multiple offices is required.
  • Experience working with international travel agents to coordinate country/security clearances. 
  • Experience coordinating logistics (e.g., requesting access to military installations, coordinating clearances and foreign visit requests, parking for visiting personnel, etc.) for meeting delegate(s); preparing agendas; drafting read ahead information (e.g., background briefings, issue papers, decisions papers, etc.); and draft comprehensive meeting minutes or reports, is HIGHLY PREFERRED.
  • To travel at least 10%.
