Position Description:

Designs, delivers, and maintains dynamic systems solutions products and health care expense management objectives using User Experience (UX), Product, and Technology.  Coordinates backlogs and tests issues using technical tools -- Jira. Develops Application Programming Interfaces (APIs) to allow applications to access data. Reaches business objectives using Agile methodologies -- Jira and Jira Align. Translates business visions into defined and prioritized stories using data visualization tools -- Visio. Collaborates closely with business stakeholders, development teams, external vendors, and Quality Assurance on plans, project management, requirements, design, testing, and implementation of solutions throughout the development lifecycle. Understands customer and business needs to translate strategic objectives into systems requirements using a data-focused approach.

  • Leads a team to deliver business solutions with the highest customer value.

  • Translates business requirements into technical resources.

  • Builds new health care systems and platforms.

  • Creates and documents systems and process specifications.

  • Validates developed systems features.

  • Identifies and defines solutions to business problems.

  • Addresses operational issues and process improvement needs.

  • Tests, maintains, and monitors computer programs and systems.

  • Coordinates the installation of computer programs and systems.

  • Troubleshoots program and system malfunctions to restore normal functioning.

  • Expands and modifies system to serve new purposes or improve work flow.

  • Consults with senior  management to ensure agreement on system principles.

  • Develops, documents, and revises system design procedures, test procedures, and quality standards.

  • Identifies customer and user needs and documents requirements by examining business systems and processes.

  • Collaborates with Product Owners and technology teams to create, prioritize, and maintain product backlog.

Education and Experience:

Bachelor’s degree (or foreign education equivalent) in Computer Science, Engineering, Information Technology, Information Systems, Information Management, Business Administration, or a closely related field and six (6) years of experience as a Director, Product Management (or closely related occupation) performing systems analysis and design of financial services applications.

Or, alternatively, Master’s degree (or foreign education equivalent) in Computer Science, Engineering, Information Technology, Information Systems, Information Management, Business Administration, or a closely related field and four (4) years of experience as a Director, Product Management (or closely related occupation) performing systems analysis and design of financial services applications.

Skills and Knowledge:

Candidate must also possess:

  • Demonstrated Expertise (“DE”) building domain APIs supporting iOS and Android applications with appropriate encryption and standards (Password Encryption Key (PEK) and Hashing); working in health sensitive data environments controlling HIPPA regulations and Protected Health Information (PHI); and supporting Cloud-based applications (Azure and AWS) and related components (SQL Server Managed Instance (MI), and Cosmos).

  • DE supporting employer and health benefit accounts (Health Savings Account (HSA) and Reimbursement Accounts); supporting digital payments and money movement technologies including front-end, middle-tier APIs, and back-end platforms; maintaining healthcare claims data; working with external parties to negotiate Web service contracts; review contracts using SOAP UI; and developing requirements, reviewing architecture, and overseeing builds.

  • DE analyzing and prioritizing business and functional requirements; liaising with business partners to analyze business requirements using PlantUML diagramming on Confluence; developing technology roadmaps and system enhancements to support small room planning and to align organizational initiatives, using Jira and Jira Align; and measuring performance through established objectives and KPIs to deliver business, technology, and people results, using Splunk, customer satisfaction scores, and digital engagement analytics (Adobe).

  • DE performing Security Vulnerability Remediation by analyzing and designing remediation solutions for vulnerabilities reported against API and database applications; designing critical enterprise security initiatives by securing Web services and data encryption; and supporting testing and analysis of Risk Based Framework (RBF) critical applications according to NIST Cybersecurity framework.
