Manager A - Pollution Control (Health Services)

Position Summary
Works under the supervision of the Deputy Administrator to assist in the oversight of Pollution Control which includes Air Pollution and Ground Water Protection.

Pay Grade 55 Minimum Qualifications
100.00% - 1. Five (5) years of supervisory and/or management experience in environmental, public health, business administration, engineering or regulatory position; and

2. Graduation from an accredited college or university with a bachelor's degree in public health, public administration, health administration or closely related field; OR
3. An equivalent combination of related education and/or experience.

4. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED. Duties and Responsibilities
1. Assists the in the day-to-day work activities of the Pollution Control Section.

2. Performs management responsibilities in accordance with policies and procedures.

3. Confers with and advises staff on administrative and personnel policies and procedures, technical problems, priorities and methods, and assists with the direction of the staff to ensure the activities assigned are completed in an effective manner.

4. Prepares required reports to include but not limited to grants, EPA, TDEC, etc.

5. Assists with department goals and objectives to obtain required information.

6. Assists with the development of the budget.

7. Performs special projects or activities as assigned.

8. Attends meetings, and answers questions regarding pollution control from citizens, boards, groups, city councils, county commission, mayors, and other public officials.

9. Collaborates with other environmental groups to provide a healthier environment including: The Clean Air Coalition, Clean Cities Group, Shelby County Air Board, Groundwater Institute, and the Shelby County Water Board.

10. Attends pollution program organizational and citizens meetings including the State of Tennessee Air Board, EPA Air Pollution Director's Conferences, Shelby County Air Board, Shelby County Water Board, Clean Air Coalition, Clean Cities, etc.

11. Performs other related duties as assigned or directed. KSA's
KSAs - 1. Thorough knowledge of environmental laws, rules, regulations, procedures and policies.

2. Thorough knowledge and skills necessary to analyze facts, identify problems, make conclusions, and recommend or take appropriate action.

3. Knowledge of typical budget planning and resource management practices.

4. Excellent oral, written and interpersonal communication skills. Ability to take complicated technical concepts and translate them for a general audience.

5. Strong analytical, problem-solving and research skills.

6. Ability to prioritize tasks, meet deadlines and attention to detail.

7. Ability to work effectively with the public, sources of pollution, state and federal officials, elected officials and other departments within Shelby County Government.

8. Ability to manage department operations in a cost-efficient manner.
9. Ability to maintain confidential information and exercise discretion.

10. Ability to create a culture of engagement, collaboration and teamwork.

11. Proficient with Microsoft Office Suite (Word, Excel and PowerPoint) or similar software. Special Requirements
1. Must possess a valid Tennessee driver license or secure one by date of employment.

2. Must have access to an operable automobile and meet the County requirements for automobile insurance upon date of employment.

3. Must be able to travel to various worksites to conduct or attending meetings, training or investigations. Disclaimer
