General Summary:

Program Director is responsible for overall administration and supervision of the programs and personnel of the Landing. Works collaboratively with other Program Manager/Directors to improve program effectiveness and efficiencies. Manages partnerships between The Landing and schools, other non-profits, community groups, and local government, and ensures that program-level contract expectations are met.

The adolescent clubhouse model is a part of a larger state wide effort to support youth age 12-17 recovering from substance abuse addiction by building a new support system that fosters overall wellness and a drug free lifestyle. Extensive family support and life skill development are a part of this system.

Principal Responsibilities & Duties:


  • Provides administrative oversight of all program operations:
  • Implements quality assurance mechanisms, provides program evaluation, reports data that may be required by company and/or contracting agencies; ensures that the program meets the developed targets; ensures that program activities consistently reflect the mission of the particular program. Monitors needs- assessment data and program outcomes. Reviews client feedback and works with direct service staff to adjust programming as needed
    • Leads interviewing, screening, and managing staff for the program, providing ongoing staff supervision and evaluation, and enforcing aspects of personnel policies and procedures. Coordinates training process to ensure that each new hire receives appropriate mentoring and training. Ensures contract and agency staff requirements are being met. Maintains supervision records for direct service staff; Provides recommendations for development, discipline, and promotion. Guides staff in understanding and adhering to agency and program policies and meeting expectations of program contracts.
    • Monitors site budgets to ensure that budgeted funds support program needs and throughout the fiscal year.
    • Provides direction on managing client relationships and completing appropriate and thorough client assessments. Reviews all client service plans.
    • Regularly audits client and program files. Ensures accuracy and completeness of client files and program, volunteer, and donor records.
    • Ensures accurate and timely review, completion and submission of forms to include Timesheets, Expense Reports, Staff records, Termination Reports, Outcome Data, Monthly/Quarterly reports, and client Satisfaction Surveys.

  • Keeps Director informed of all activities, progress and challenges within the Landing. Assists Director in developing program policy as needed.

  • Acts as liaison with Montgomery County DHHS, the Maryland Department of Health and Mental Hygiene, the Department of Juvenile Services, the City of Gaithersburg, and MCPS staff as needed. Responds to inquiries from Contract Monitors as needed.

  • Supports the development of resources (e.g. in kind donations, funding) and assists in establishing and maintaining collaborative partnerships in the community.

  • Leads program-wide projects as assigned.

  • Responsible for overall supervision of the Care Coordinator, Senior Peer Leader, Youth Development Specialists, as well as others assigned to the program such as interns and volunteers.

  • Receives regular supervision from Director, and participates in Division Director’s meetings, and other internal meetings as scheduled.

  • Provide networking and consultation with other community organizations that may relate to their program, as well as liaison with contracting authorities when appropriate.

  • Provide administrative and program management duties as well as the direct provision of program services (workshops and activities addressing educational, vocational, recreational, and social development, parenting, community education, etc.)

Knowledge, Skills, and Abilities Required:

  • Program Director requires the possession of a Master’s degree in an appropriate discipline; At the discretion of executive staff and in compliance with contract specifications, relevant work experiences may be substituted for formal educational requirements.
  • In all instances Program Director will need to possess appropriate supervisory, leadership, and related skills that are necessary for mid-level management. Program Director will need to be flexible, goal directed, and capable of working independently.
  • Expertise in substance abuse/addictions and knowledge of current trends in adolescent recovery models is required.
  • Qualified candidates will have at least three years of experience providing human services to youth, preferably between the ages of 11-18, and their families.
  • Management experience is required for this position, as well as experience in collaborating with multiple agencies.
  • Experience with culturally diverse and underserved communities is required, and Bilingual English/Spanish is preferred.
