TITLE: Surveillance Officer

DEPARTMENT: Gaming Commission

SALARY: $15.80 G8/ S1 After 90 Day probationary period

OPENS: April 29, 2024

CLOSES: May 10, 2024

CAREER STATUS: NON-EXEMPT – Conditional upon successful 90-day probationary
evaluation and annual budget appropriations.

GENERAL PURPOSE:

The Surveillance Officer is a full-time rotating shift entry position of the Surveillance Department and is
responsible to the Surveillance Supervisor or assigned designee, and work closely with other Surveillance
Officers, Surveillance and Video Technicians. Surveillance Officers will also work closely with all departments
within the Casino Gaming Operation and Non-Gaming areas. The Surveillance Officer will work closely with
and maintain secure, constant, and professional communication with Gaming Security Officers and Security
Department.

SUPERVISON:

Surveillance Officers have no supervisory authority. Surveillance Officers will be directly supervised by the
Surveillance Supervisor; Surveillance Officers will be required to follow the Chain of Command at all times.

DUTIES AND RESPONSIBILITIES:

Surveillance Officer will also work closely with the Gaming Commission’s Internal Auditor, Internal
Compliance Auditor, and Computer Network/Surveillance Analyst and Staff, to assist in enforcement of
internal and external compliance of all departments within the Shoshone-Bannock Gaming Operations and
The Shoshone-Bannock Tribes. Must be able to develop intricate knowledge and ability to interpret, explain
and apply the following:

f. All Operational Departments Policies & Procedures
g. All Operational Departments Standard Operating Procedures
h. Bank Secrecy Act (BSA) and Title 31
i. Indian Gaming Regulatory Act (IGRA)
j. The Johnson Act
k. Tribal Trespass Ordinance
l. Law Enforcement Memorandum of Understanding (MOU)


The Surveillance Officer position is designed to provide support and assist in determining the adequacy in
each department’s operations through observation and communication.
Surveillance Officers will operate independently of all other departments. Officers will assist with
investigations related to noncompliance, patron/employee safety, or unlawful and suspicious activity as
necessary to fulfill its functions and responsibilities.
All findings and responses will be well documented and shall be provided directly to the Surveillance
Supervisor/designee or other authorized Gaming Commission personnel as requested.

ESSENTIAL DUTIES AND RESPONSIBLITIES:

Each Officer will be responsible for:

  • Reading, reviewing and maintaining good working knowledge of SOP’s of Gaming Operations,
Surveillance, and Commission.
  • Reading, reviewing and developing detailed working knowledge of all codes, ordinances, MOU’s,
Regulations, laws, policies and procedures and other as applicable.
  • Assisting in the protection of Tribal Gaming Facilities from illegal activity, theft and other
environmental dangers through use of surveillance camera equipment, teamwork and verbal
communications.
  • Using surveillance audio/video equipment to observe casino and hotel for suspicious activities such
as cheating or theft by employees or patrons.
  • Submitting detailed entries into Surveillance Daily Log on a continual basis during entire shift.
  • Submitting detailed written reports of all incidents and observations on a continual basis by utilizing
the approved database.
  • Submitting Suspicious Activity Reports (SARC) and maintaining strict compliance with Title 31 at all
times. Successful completion of Title 31 training once every three months. If the test is failed, it will
be retaken immediately until a passing score has been achieved.
  • Utilizing a zoom function on moveable any camera (s) at the assigned work site to collect clear and
precise visuals of hand pays, kiosk fills, jackpot winnings/documents, gaming machines, deposits,
manual hand pays, money exchanges, daily count, daily drop, check cashing, and/or any money
handling transaction or calculations occurring in the Cage Areas of all properties; including BINGO
floor and Cage areas.

  • Officer must monitor financial transactions routinely, zooming in and collecting overviews of all
transactions.
  • Will provide clear visual (camera sweep) of the Progressive Machines at any property with a possible
payout of $100,000.00 or more, collecting footage of the payout lines, bet, including the gaming
attendants and patrons at each machine.
  • Submits a Malfunction Report via email and/or approved reporting database if any camera is not
working properly; or for any equipment such as radios, alarms etc. not working correctly.
  • Submits all written reports through the approved data base prior to the end of each shift.
  • Will utilize a hand held radio or base station and acts as the communication between Operations
Staff and Surveillance at all times and is responsible to use the equipment on a routine basis,
communicating professionally at all times.
  • Adapt quickly to changes in scheduling, work site location or other directives as assigned
  • Maintains continual monitoring of the gaming floor, back of the house, and all areas on premises to
report safety violations, or unsafe conditions to prevent injury or harm to patrons or employees.
  • Will contact Law Enforcement, Ambulance, Fire Department, etc. as necessary or as directed.
  • Will abide by all safety precautions, policies, and rules as directed or assigned as approved by the
Gaming Commission.
  • Schedules leave requests 2-weeks prior to the date the leave is being requested for.
  • Communicates daily or as needed, with Surveillance Supervisor and/or Surveillance Manager on
timing and status of reports, compliance issues, observations, anonymous tips, and Gaming policies
and procedure/controls or discrepancies discovered.
  • Responsible for working with co-workers in a friendly, helpful and professional manner at all times.
  • A minimum of 8 hours of training pertaining to SOP’s, duties and responsibilities, promotions, BINGO,
Special Events, and other as deemed necessary; per quarter or 32 hours annually is required to
maintain suitability for the position.
  • Must attend all training whether mandatory or for informational purposes as assigned.
  • Will be required to comply with written or visual testing to determine abilities, knowledge and skills
as assigned.
  • Other duties as assigned.

  • While performing the duties of this job, the employee is regularly exposed to fumes or airborne
particles (i.e., smoke filled environment, risk of electrical shock).
  • Must have the ability to sit for long periods of time.
  • Must be able to climb up and down staircase.
  • Must have the ability to speak and hear well.
  • Must have the dexterity to handle tools and controls.
  • Must have adequate vision abilities to see monitors clearly.
  • Must be able to maintain good attendance throughout employment.
  • Must be on-call as required.
  • Must be able to work rotating shifts as required.
  • The ability to communicate orally and in writing in diverse and challenging situations.
  • Ability to maintain composure and temperament in contentious situations at all times.

LICENSING REQUIREMENTS:

  • Must submit to and pass pre-employment substance abuse testing.
  • Must submit to and continually pass random alcohol and drug tests.
  • Must be able to successfully pass background check and be able to maintain suitability for the duration
of employment (Gaming License required).
  • Must have no felony convictions 10 years prior to application.
  • Must have no misdemeanor convictions within the last year.
  • Will review, sign, and always adhere to high confidentiality standards.
  • Will be required to maintain a valid State of Idaho Driver’s License at all times.
  • Will be required to submit copies of driver’s license or other identification documents to maintain eligibility
for tribal insurance as required.

MANDATORY CONDITIONS OF EMPLOYMENT:

As a condition of employment, no Gaming Commission employee will be allowed to gamble in any of the
licensed Tribal Gaming facilities located within the boundaries of the Fort Hall Indian Reservation.

DEPARTMENT, WITHOUT REGARD TO FAMILY OR PERSONAL RELATIONSHIPS, INCLUDING

WILL BE SUBJECT TO APPROPRIATE DISCIPLINARY ACTION, UP TO AND INCLUDING,

QUALIFICATIONS:

Grade 8:

  • High School Diploma or G.E.D. preferred.
  • Must have experience in the use of Personal Computers and knowledge of software.

  • One (1) year of experience in the Gaming Division is preferred.
  • One (1) year experience in General Gaming Operations is preferred.
  • Must be able to type at least 30 WPM or willing to improve.
  • Must be able to communicate clearly on a “two-way” radio.
  • Must have good writing and oral communication skills.
  • Must be able to learn the usage of complex surveillance monitoring systems.
  • Must be able to work well with co-workers and other Gaming employees.
  • Must have and maintain a telephone throughout employment.
