LOCATION OF WORK: services shall be provided at DFMC, 1011 Indian School Road NW, Suite 335, Albuquerque NM 87104

Schedule

3 days onsite and 2 days remote. Workdays are 9-5.

This position requires drawing from technical engineering/architectural knowledge and experience to guide and implement nationwide building designs, construction, or improvements for IA facilities nationwide. The Incumbent is responsible for large, complex task orders (or a group of task orders affecting the same common/standard/migration system) and shall work with the Government Contracting Officer's Representative (COR), the task order level COR(s), government management personnel and customer agency representatives. The incumbent monitors and tracks progress of designated design and construction projects in support of the assigned federal project manager and provides routine reports of accomplishments to appropriate officials and offices.

  • Candidates must show successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree in professional architecture or engineering.
  • Mastery of Architectural principles, concepts and practices sufficient to permit the architect to serve as the technical and business manager of designated major building projects from the preliminary planning stage through the design, construction, and equipment installation stages to the point of occupancy. Professional Registration is preferred.

  • Mastery of General Engineering principles, concepts and practices sufficient to permit the engineer to serve as technical and business manager of designated major building projects from the preliminary planning stage through the design, construction, and equipment installation stages to the point of occupancy. Professional Engineering licensure is preferred.

  • Ability and experience to lead a team of professional and technical workers to accomplish team goals and objectives in the planning, design, and construction of IA facilities.
  • Extensive experience in Construction Project Management is required, to include experience with PMI best practices, internal controls, project status reporting, management decision making, and documentation in accordance with defined and accepted standards. PMP certification and experience with design-build vertical construction is preferred.
  • Knowledge of concepts, principles, and practices of facilities planning, architecture and engineering sufficient to serve as a team professional for the development of project Program of Requirements (PORs), drawings and specification for use in major construction projects involving existing sites and new building structures such as schools, law enforcement facilities, administrative facilities, employee quarters, etc.
  • Experience in using Information Management Systems to record, review, and report on project data, performance, and status reports.
  • Ability to manage and control of planning, design and construction contracts or grants, including Design Build, with A-E, tribal or tribal organization contractors/grantees.
  • Knowledge of Federal law, policy and regulations pertaining to facility management, architecture/engineering and construction industry, and as well as industry codes and standards to monitor program compliance; such as Environmental, National Historic Preservation, Antiquities Act, and Self-Determination laws as they apply to the IA’s facilities construction program.
  • Ability to develop and implement performance measures to update and report construction performance and progress.
  • Ability to manage programs while ensuring conformance to specifications, deficiency detection skill and follow on creation and implementation of corrective actions.
  • Knowledge of economic forecasting and costing considerations in the programming, planning, and construction phases for a wide range of building types, sizes, and geographic locations.
  • Experience in the procurement process for architect/engineering service contracts, P.L. 93-638 contracts and P.L. 100-297 grants and the follow on management of such contracts or grants.
  • Ability to use common industry systems and performance metrics, such as Earned Value Management data, to analyze information and update accurate and timely project performance and progress and to provide this information to senior officials as needed.
  • Demonstrated skill in establishing effective interpersonal relationships, and negotiating with supervisors and managers, tribal officials, and A/E firms and contractors on complex and controversial matters in order to interpret information and develop projects.
  • Excellent communications skills and experience in developing briefings, reports, position papers, review drawings, and to provide briefings to management officials throughout IA, other Federal agencies, and Tribes.

Job Types: Full-time, Contract

Pay: $110,000.00 - $130,000.00 per year
