Overview:
Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies. We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems. Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA).
This position will be a full-time position supporting the NASA White Sands Test Facility Business Office.

Responsibilities:
Perform a variety of business office supervisory, accounting, and administrative functions in support of the Test Evaluation and Support Team 3 (TEST3) contract at the NASA White Sands Test Facility in Las Cruces, New Mexico. Oversees the day-to-day operations of the TEST3 business office: accounting, payroll, procurement, subcontracts, and accounts payable. This individual reports directly to the TEST3 Deputy Program Manager/Business Manager. Candidate must be able to efficiently manage multiple tasks and projects.
Typical functions to be performed include:
Supervisory:

Supervises activities and oversees personnel. Including, but not limited to, hiring, training and performance evaluations.

Ensures proper procedures are understood, followed, and helps devise new techniques.
- Manages workload across the team, approves timecards and time off requests.

Supports department budgeting and performance evaluation.
-
Relies on experience and judgment to plan and accomplish team goals.

Elevates high priority issues to Program Manager/Deputy Program Manager for awareness and resolution in a timely manner.
Accounting and Project Control:

Manage accounting functions in accounting system (Project Control, Timekeeping, Accounts Payable and Open Commitments).

Assist Deputy Program Manager with cost modeling for requests for contract modifications to NASA.

Set up and maintain new task order charge codes in Dynamics Project Ledger and Unanet.

Manage task order baselines, forecasts, and performance analysis in iSite.
-
Interface with government (customer) and verify consistency of contract accounting.

Interface with Sierra Lobo Corporate and Wolf Creek Federal Services, Inc. (WCFSI) on accounting and procurement actions.

Support / improve / solve problem areas in timekeeping, accounting, and administration workflows.

Prepare, balance, reconcile, and submit bi-weekly invoices in NASA IPP system.
- Work with Logistics to facilitate timely receiving and costing of procurements.
- Oversee accounts payable to ensure vendor invoices are paid on a timely basis and open commitments are cleared.

Review and approve employee expense reports and schedule for reimbursement.

Ensure teammate report is accurately submitted to WCFSI on a weekly basis.

Prepare Contract Briefs and subcontract modifications.
Procurement:

Interface with technical personnel to prioritize purchase requests and ensure procurements are placed in an accurate and timely manner.

Oversee purchase requisitions, Pcard requests, and purchase orders for material and services in ReQlogic to ensure contract metrics are met on a monthly basis.

Understand and follow established procurement regulations and company policies.

Conduct semi-annual purchase requester and purchase approver training to maintain compliance of all users in ReQlogic.

Complete credit applications for suppliers.
Qualifications:
REQUISITE SKILLS:

The candidate shall be able to operate in a team environment, shall have good interpersonal and communication skills (written and verbal), be well organized, and be a self-starter.

In-depth knowledge of government accounting methods and procurement procedures. Five years’ experience in federal contract accounting, procurement, or performance analysis preferred.

Specific knowledge and experience using Microsoft Office software.

Proficient with Microsoft Excel and Microsoft Word.

Familiarity with the Federal Acquisition Regulations desired.
QUALIFICATIONS:

Bachelor’s Degree in Business Administration or related field (AA and 7 years of experience) with minimum of 5 years of experience in accounting, finance, procurement, and project management. Master’s Degree in Business Administration preferred.

Prior supervisory experience preferred.

The candidate must be a U.S. Citizen and shall be able to obtain a U.S. security clearance.
