Overview
Collaborates to assess current operations and business processes through the examination of organization'smission, strategic goals, and customer needs which begins at thestrategic level and progresses down through the stakeholderorganization. Facilitates Business Process Reengineering (BPR)efforts and engages stakeholder organizations to fully define theprocesses, business rules, and relationships that drive operations.
Responsibilities
Draft Standard Operating Procedures (SOP) across multiple organizationsAssist in establishing standards for information systems procedures.Assist with the development and application of organization-wide information models for use indesigning and building integrated systems.Participates with the Integrated Product Team (IPT) and other stakeholders to establish tradeoffcriteria, process gap analysis, and document potential solutions that maximize the use of existingCOTS tool functionalityDocument data modeling requirements that include all system data both generated internal tothe system and externally from the various legacy Source Systems of Record (SSOR)Draft a capability delivery roadmap that defines the functionality details and sequence from theInitial Operating Capability (IOC) to Final Operating Capability (FOC) sequence to includebusiness cycles, system blackouts, and technology constraintsDocument configuration requirements, business rules, functional and system requirementsApply as appropriate, activity data modeling, transaction flow analysis, and internal control andrisk analysis, modern business methods and apply performance measurement techniquesAssist with the development and application of organization-wide information models for use indesigning and building integrated systemsAssists with applying business process improvement practices to re-engineermethodologies/principles and business process modernization projectsAssists in defining and documenting a capability delivery roadmap that defines the functionalitydetails and sequence from the Initial Operating Capability (IOC) to Final Operating Capability(FOC) sequenceLeverage industry best practices to plan, organize, and guide complex programs using COTStoolsAdditional duties may include activity and data modeling, developing modern businessmethods, identifying best practices, and creating and assessing performance measurementsAssist in defining and documenting configuration requirements, business rules, functional andsystem requirementsMake recommendations for standard operating procedures (SOP) across multiple organizationsAssists in defining and documenting data modeling requirements that include all system databoth generated internal to the system and externally from the various legacy Source Systems ofRecord (SSOR)Applies process improvement and re-engineering methodologies and principles to conductprocess modernization projectsAdditional duties may include activity and data modeling, developing modern businessmethods, identifying best practices, and creating and assessing performance measurement Provides group facilitation, interviewing, training, and provides additional forms of knowledgetransfer. Key coordinator between multiple project teams to ensure enterprise-wide integration ofreengineering efforts
Qualifications
Ten (10) years experience conducting BPR activities is required.Five (5) years experience utilizing Process Improvement methodologies (e.g. Capability MaturityModel (CMM)/ Capability Maturity Model Integration (CMMI), ISO 9000, Six Sigma, agile) for COTSintegration programs is required.Bachelor’s Degree in Information Technology or business discipline from an accredited college oruniversity is required. Four (4) years of additional experience in business process/change managementon projects with similar software processes may be substituted for a bachelor’s degree.
