The Controls Testing Officer will focus on executing testing controls related to payments, channels, processes, and operational risks stemming from Silvergate’s operating activities, including high-value, digital, and foreign payments. This role is critical in performing controls testing as the second line of defense and reporting results to front-line business units and third-line stakeholders. The role must have the ability to assess key risk metrics for evolving controls, identify issues, including trends within the control framework of Silvergate, and effectively rate controls based on design and execution. The Controls Testing Officer actively assists with providing recommendations for the resolution of processes with support areas and provide recommendations on process gaps. Participate in assessing, tracking, and reporting results of various risk management activities with special project coordination as the need arises.
Salary Range:
$108,675 - $132,825 annually
ESSENTIAL DUTIES AND RESPONSIBILTIES
- Partner with business and technology leaders to identify and verify processes, controls, and risks for testing purposes
- Execute the controls testing program to test the design, effectiveness, and performance of Silvergate’s risk controls
- Build reports for senior management relating to controls testing activities and results
- Assist in the Issue Management process and perform issue reporting and tracking relating to controls testing matters
- Collaborate with risk teams for committee material and analysis as warranted
- Perform risk research and analysis, and formulate recommendations to identify trends and/or process control breakdowns
- Effectively document testing scripts, testing activities, and results
- Identify external and internal events that might impact the business, assess implications, and recommend approaches to mitigate resulting risks
- Maintain current knowledge of all federal and state laws and regulations, along with the Company’s policies and procedures

KNOWLEDGE, SKILLS, AND ABILITIES
- Bachelor’s degree from a college or university
- 8 years of related experience in controls testing
- Proven individual contributor, able to manage their priorities
- Deep understanding of compliance, operational, and financial risk management within financial institutions
- Deep understanding of risk controls concepts and processes
- Experience in developing, tracking, analyzing, and reporting on risk-related assessments and functions
- Excellent policy writing, communication, and interpersonal skills
BANK SECRECY ACT
Responsible for adhering to the reporting and recordkeeping requirements of the Bank Secrecy Act and Anti-Money Laundering rules and regulations, observing economic sanctions by prohibiting transactions as specified by the Office of Foreign Asset Control (OFAC), following the bank’s customer identification program (CIP) rules, observing all Bank policies and procedures relating to BSA, OFAC, CIP, and related acts, and participation in ongoing related training.
