Job Description:
SimIS Inc seeks a Computer Systems Analyst to provide Integrated Training Systems (ITS) Systems Engineering (SE) support for maritime Training Systems being developed by the Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity, Virginia Beach, VA. The successful candidate will Apply computer technology to provide solutions requiring programming and systems analysis, database management, client-server applications development, virtualization, and multimedia technology. The period of performance begins on or about 1 May and includes 1 base year and 4 option years for a total of 5 contract years.
Experience Required:
At least seven (7) years professional experience in computer systems analysis, preferably for Navy training systems.
Define the goals of the system and divide the solutions into individual steps and separate procedures. Typical techniques are structured analysis, data modeling, information engineering, mathematical model building, sampling, and cost accounting.
Specify the inputs to be accessed by the system, design the processing steps, and format the output to meet users’ needs.
Prepare cost-benefit and return-on-investment analyses to help management decide whether implementing the proposed technology will be financially feasible.
After system acceptance, determine what computer hardware and software will be needed to set the system up.
Coordinate tests and observe the initial use of the system to ensure that it performs as planned.
Prepare specifications, flow charts, and process diagrams for computer programmers to follow. Work with programmers to debug the system.
Work with databases, object-oriented programming languages, client-server applications development, virtualization of capability, and multimedia and Internet technology.
Special Skills/Knowledge/Training Required:
Bachelor's Degree in Information Technology, Computer Science or related technical field
Must be proficient in both programming and systems analysis.
Cyber-Information Technology (IT)/Cybersecurity Workforce (CSWF) Basic Level knowledge and skills, at a minimum, with a certification in IA standards and policies.
