General Summary/basic PURPOSE OF JOB:

 

The Director will have responsibility for leading and overseeing all types and scales of capital facilities planning, design, and construction (PDC) activities supporting the Mission of the Sinai Health System (SHS).  Has oversight of real estate services including management of leasing and property management.  The Director collaborates and coordinates PDC activities with other SHS departments, e.g., Business Operations & Strategic Planning, Facilities Operations & Engineering, General Counsel, Finance, clinical departments, and hospital and system leadership.  Projects will encompass renovation and new construction for inpatient hospitals, outpatient ambulatory care facilities, clinics as well as administrative and support spaces. The position will provide direct leadership for internal PDC project management staff (currently 1 FTE and may grow up to 5 over time).  Serves as SHS’s primary representative to PDC related external resources and vendors (consultants, architects, engineers and contractors) as well as Authorities Having Jurisdiction (AHJs).   This position plays a key role in shaping the future of Sinai Health System and is placed in the unique position of shaping, growing and expanding a PDC department of a major health system in the City of Chicago. This includes development and oversight of the policies and procedures governing the operation of the department.

  2. Provides Supervision to:     Project Managers, Administrative Staff and contracted consultants and
                                              Contractors
     
    Essential Functions and duties
     
  • The Director will provide leadership for the Planning, Design & Construction (PDC) Department. The PDC Department current consists of 1 FTE (Sr. Project Manager) and may grow to at least one other project manager.  The department also utilizes contracted project management consultants, and additional project managers may be added to the staff.
     
  • Oversees and manages department activities to ensure efficient and effective operations in coordination with other system departments. This includes assisting in developing plans to organize and direct work activities, establish system control procedures, allocating staff to various work functions, and automating various management information systems.  This also includes review and approval of departmental operating policies and procedures and coordination of the process of implementation of System-wide policies and administrative directives.
     
     
  • Determines short- and long-term planning and strategies for the administrative activities related to the department including oversight and direction of staffing and work –related matters vs. management of all personnel associated with the implementation of the project.  Develops and implements ongoing staff training and development programs.

  • Develops and implements systems to monitor project performance against schedules, quality control standards and budget authorization.  Responsibilities include identifying variances and working with staff and consultants to develop and implement plans of corrective action.
     
  • Ensures that capital project management processes enable the organization to complete projects on time and within budget.
     
  • Oversees coordination of each project to ensure the design process reflects the input of appropriate departments to optimize program and space efficiency, flexibility and life cycle cost.
     
  • Utilizing standard selection processes, recommends potential external consultants and contractors for execution of the work.
     
  • Directs the development and implementation of design and construction standards to ensure projects are executed at appropriate.
     
  • Ensures effective and appropriate communication and customer services is maintained with the Sinai senior leadership, management and staff, department chairs and caregivers as well as patients and visitors, community boards and outside agencies.
     
  • Works collaboratively with maintenance and engineering departments at Sinai facilities in the planning and execution of projects including:  code remediation, equipment and systems replacement and upgrades, and energy efficiency.
     
  • Coordinates with all operating divisions in the development of improvements requiring construction.
     
  • Effectively protects institutional interests and ensures appropriate controls are in place to ensure compliance with all financial, regulatory and safety requirements including the following authorities having jurisdiction: city of Chicago TIF Redevelopment Agreement requirements, Department of Housing and Urban Development reporting requirements, Illinois Department of Public Health
     
  • Manages and oversees the Sinai Diversity program for design and construction projects.
     

JOB REQUIREMENTS:

 

MINIMUM Education:

  • Required:  Four (4) year bachelor’s degree in architecture, engineering, construction management or related field.
  • Preferred:  Master’s degree in business administration, architecture, engineering, construction management or related field

 

MINIMUM WORK EXPERIENCE:

  • 7 years’ experience in the field of planning, design and construction of new and renovated healthcare facilities
  • 3 years’ experience in a management position overseeing a staff in the execution of planning, design and construction projects

 

KNOWLEDGE & SKILLS:

  • Demonstrated leadership experience: ability to supervise and lead others effectively
  • Ability to organize, prioritize, delegate, allocate and make decisions as a manager
  • Thorough knowledge of design processes and construction standards including familiarity with authorities and codes having jurisdiction
  • Demonstrated ability to read, understand and communicate construction drawings and specifications
  • Excellent analytical skills and effective interpersonal, written and verbal communication skills

 

REQUIRED LICENSES, Certificates, Registrations:

  • Preferred:  professional licensure in architecture, engineering or certification in construction management or related field
