Summary

  • SITEC is looking for a contracts administrator to manage our existing contract portfolio, drive process improvement, and support the growth and maturation of the contracts department as SITEC continues to grow. Seeking candidates that are looking for an opportunity to play a significant role in the growth of the company, supporting contract administration tasks as well as other related corporate initiatives targeting the expansion of SITEC customer and partner portfolio. Candidates should be highly self-motivated and able to work directly with the Chief Operating Officer and Chief Executive Officer. An ideal candidate would be looking for an opportunity to develop additional subject matter expertise in contract/subcontract management, have the ability to work independently and report status to senior leadership, have excellent time management skills and be able to manage or support multiple tasks across multiple functions like contracts, finance, and business development. The Contracts Administrator will be responsible for executing procurement activities, providing contractual support and documentation to suppliers, and ensuring compliance and adherence to contract regulations in support of proposals and programs.

Primary Responsibilities

  • Conducts proposal preparation, contract negotiation and administration of major contracts or subcontracts
  • Analyzes estimates of services, material, equipment and production costs
  • Monitors company performance for conformance to original proposal and maintains continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and government regulations
  • Prepares and disseminates information throughout the company regarding contract status, compliance, modification, deviation, negotiation, and termination
  • Initiates documentation to authorize and direct work in accordance with contractual specifications
  • Prepares special reports and analyses as required
  • May provide work leadership for lower level employees

Specific Responsibilities

  • Interfacing and corresponding with suppliers
  • Support Source selection
  • Coordinate export control/security requirements
  • Prepare and issue RFP’s with appropriate customer flow downs and terms and conditions
  • Support and/or conduct bidders’ conferences and proposal evaluations
  • Conduct negotiations to meet contract/program targets/schedules, and terms and conditions to include payment terms for materials and services
  • Ensure compliance with FAR/DFARS regulations and purchasing policies and procedures
  • Validate pricing and maintain proper purchase order files with correct documentation
  • Management of subcontract agreement modifications, which include coordination of required additions, deletions, or other modifications or formal documented communication to subcontractors
  • Arrange and participate in supplier meetings, and control and report supplier progress
  • Evaluate customer RFP’s
  • In conjunction with the BD and program management teams, develop subcontract RFP’s that include Statements of Work (SOW’s), Technical/Quality Specifications, Deliverable Requirements Lists and Schedules, Performance Assessment Requirements, terms and conditions, proposal preparation and pricing requirements/templates, compliance matrices and supplier profiles
  • Preparation of Non-Disclosure Agreements (NdA), Teaming Agreements, and Memorandums of Agreement
  • Preparation and management of internal step reviews of new opportunities and formal customer proposal preparation
  • Analyze and evaluate subcontractor proposals; negotiate deviations from work statements, schedules, and/or terms and conditions, while working closely with the Program Management Team
  • Provides subcontractor pricing, deviations from scope and/or terms and conditions, comprehensive cost analysis and justifications, and technical data assertions to the Business Management Group
  • Contracts and Pricing Business Division during the proposal preparation phase
  • Selects or recommends subcontractors, writes formal awards, processes internal justifications, and documents files in preparation for internal and external audits
  • Administers resulting subcontracts, ensuring that all requirements are performed in accordance with the scope of work and delivery schedules

Basic Qualifications

  • Bachelor’s Degree with a minimum of 2-3 years of work experience in procurement/supply chain/contracts or subcontracts, OR
  • 4 - 10 years' experience in contracts or subcontracts
  • Bachelor's degree with a business focus (preferred)
  • Experience executing and supporting classified contracts (preferred)
  • Familiarity with the following is desired but not required:
  • FARS/DFARS
  • GSA
  • HubZone
  • Price Analysis
  • ITAR
  • Various contract types and terms (i.e T&M, CPFF, CPAF, FFP & IDIQ)
  • Strong written and verbal communication skills
  • Understanding of the proposal process, pricing instructions, terms and conditions
  • Knowledge relating to special payment provisions (progress- or performance-based payments)
  • Must understand the proposal process, pricing instructions, terms and conditions and determine the adequacy of subcontractor proposals received
  • Proficiency with the use of MS Office Suite applications
  • Must possess strong verbal and written communication skills

Job Type: Full-time

Pay: $50,000.00 - $85,000.00 per year

Education:

  • Bachelor's (Preferred)
