Job Summary: The overall objective of this position is to support the individual needs of the people with disabilities served whether in directly operated day programs. Services provided should result in safe, normal living situations for individuals where self-direction, integration into the community and the development of independent daily living skills are integral and continuous aspects of everyday life
Monitors and evaluates all aspects of assigned program operations to ensure quality of service for all involved participants; establishes the staffing patterns and schedules; ensures that residences are maintained safely and cleanly and in accordance with the applicable regulations; performs other job related duties as assigned.
Essential Functions:
- Manage the daily operations of the SJCS-VA OPCO in collaboration and cooperation with the Program Director. Continuously convey the mission, vision and philosophy of the agency through formal and informal communication with assigned SJCS-VA staff. Interface directly and routinely with direct support specialists and all day program staff as they perform their duties. Provide direct instruction, coaching and modeling behavior exemplifying the agencys beliefs.
- Provide support and supervision to team of Residential Team Leaders and residential support specialists to operate a high quality, multi-dimensional residential services program. Responsible for providing direct supervision to Residential Team Leaders including routine, individualized meetings and annual performance evaluations to enhance communication and program operation. Ensure routine meetings with assigned Residential Team Leaders, each assigned department and the entire staff. Participate in the recruitment, hiring and where necessary, termination of SJCS CLS-VA Residential Team Leaders and residential support staff.
- Ensure all individuals served are free from harm at all times. Ensure that all incidences are reported to Program Director and other required parties in a thorough and timely manner. Participate in investigations and where requested direct follow-up activities in accordance with funding and licensing agency requirements and SJCS policies and procedures. Ensure routing of incident reports to SJCS-VA Program Director and other appropriate partners, as directed by the Program Director.
- Ensure that the sites meet all the state licensure/regulatory requirements; conduct visits into each home at least twice a week for monitoring and support.
- Support the SJCS-VA CLS team to actively participate in the development, implementation and documentation of the ISP of each person served .Attend ISP meetings as needed or as directed by the State Director
- Assist in the development of activity calendars to ensure that the sites and activities conducted there meet the needs of the individuals supported as indicated in ISPs. Assess sites routinely and determine additional tasks that in which individuals may engage to achieve ISP outcomes.
- Submit all required reports, administrative paperwork and billing information to the accounting department in a timely manner. Maintain the integrity of all billing supporting documentation in accordance with SJCS and external funding entities standards. Ensure that supporting documentation is stored in a secure manner and can be retrieved for review or audit in a reasonable timeframe.
- Monitor and maintain staff schedules. Ensure proper recording of time and attendance for all SJCS-VA CLS staff and RTLs. Provide direct staff coverage in emergencies. Provide direct management coverage for vacant positions as directed by the Program Director or State Director;
- Participate in the initial orientation and subsequent training of all staff working in the CLS-VA program. This includes the documented completion of all orientation activities, SJCS administrative, as well as state, licensure or funding agency required training, and SJCS programmatic training, prior to the initiation of direct work with individuals served. It also includes all required refresher training and training deemed necessary all the Program Director. Track all staff training collaboratively with the State Office Manager, Program Director or other individuals identified by the State Director. Coordinate staff training events in conjunction with Program Director.
Secondary Functions:
- In collaboration with Program Director, serve as liaison with community providers, case managers, group homes, parents and interdepartmental services to facilitate the coordination of services to the participants as requested, as well as increase and improve communication and participant involvement;
- Participate in the development of the annual budget for the CLS-VA. Share budget information with direct reports and ensure adherence to budget plan.
- Attend and participate in all relevant agency events, workshops, training and meetings;
- Conduct quality assurance activities and take corrective actions regarding all aspects of assigned program operations to ensure quality of service for all involved participants and adherence to all regulatory standards and SJCS policies and procedures;
- Perform administrative and supervisory tasks as designated by the program director
Qualifications
Required Knowledge, Skills, and Abilities:
- Ability to gain thorough knowledge of St. Johns Community Services policies and procedures;
- Ability to act as a representative of St. Johns Community Services to the public;
- Thorough knowledge of program practices and procedures;
- Ability to maintain effective working relationships with associates, subordinates, representatives from other agencies, and the general public
- Ability to effectively communicate with individuals from diverse backgrounds;
- Ability to effectively supervise, train, evaluate and communicate with program staff;
- Ability to research, prepare, review and maintain reports and documents;
- Ability to use sound judgment when making decisions;
- Ability to pass a criminal background check; and
- Skilled in the operation of relevant computer systems, including hardware and software, and office machines.
Education and Experience:
- Requires a Bachelors degree in a human services related field;
- Requires two or more years experience of direct service with adults with intellectual or developmental disabilities, preferably in a community based residential setting;
- Minimum of one year supervisory experience required;
- Must meet current SJCS and funding jurisdiction requirements for criminal background/records check.
- Must meet current SJCS and funding jurisdiction requirements for valid health certificate.
- Valid state-issued drivers license with current driving record in good standing required.
