Skookum is seeking a proficiently effective and knowledgeable Contract Specialist – Senior Level with a professional attitude. Typical duties include but are not limited to: Cradle-to-grave contract procedures that include extensive development of complex acquisition plans, solicitations and pre- and post- negotiation objectives on contracts that exceed the Simplified Acquisition Threshold (SAT) of $250K. Develop source selection plans for KO approval. Formulate high level responses to include, but not limited to, best procurement approach, establishing competitive range and award determinations. Draft solicitations, including Request for Quotations (RFQs), Request for Proposals (RFPs) for both commercial and non-commercial supplies and services over the SAT for competitive and non-competitive acquisitions. Perform post-award acquisition duties, to include managing performance, paying invoices and closing out purchase and task orders. Communicate with USCG Program Management personnel about the details of technical requirements acquisitions and provide advice, guidance and counsel on how to handle complex acquisition contracts, modifications and processes. Provide excellent customer service and maintain a professional appearance. Qualifications: Minimum of eight (8) years of experience working with Federal, other Government (State or Local), or Commercial Acquisition preferred; Equivalent combination of experience and education allowed. In-dept knowledge and experience with Federal Acquisition Regulation (FAR) parts 8, 12, 13, 15 and 16 required. Experience working with Federal Government Acquisition systems as well as the Federal Procurement Data System – Next Generation (FPDS-NG) required. Proficient in Microsoft Office Suite. Requirements: Valid state driver license is required with the ability to obtain and maintain coverage by Skookum’s insurance carrier. Must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position. **This position is contingent upon contract award and funding.
