Summary:
As the Property Administrator, you will contribute to a fast-paced innovative team with responsibility to ensure Government, Customer, and SkyWater Federal owned property is efficiently managed and in compliance with SkyWater Federal businesses processes, contract requirements, regulations, and sound business practices.

Responsibilities:
  • Manages a compliance oriented and proactive property management program.
  • Researches, analyzes, evaluates, and interprets broad guidance and regulations to implement the administration and management of the property program.
  • Responsible for ensuring clear and consistent application of property policies and procedures across multiple programs, based on the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), sponsor’s policies and regulations and how these mesh into an effective operating property program.
  • Identifies government property issues and provides leadership in developing pioneering solutions to highly complex property problems and issues.
  • Acts as primary liaison and interface for all reviews and audits. Assists with compliance auditing of Government owned property and initiating corrective actions of discrepancies.
  • Interacts with auditors from Defense Contracting Management Agency (DCMA) and Defense Contracting Auditing Agency (DCAA) as well as all customer and other internal and external property auditors.
  • Upon request, conducts and manages property management system self-assessments including recommended corrective actions.
  • Conducts and/or assists with annual inventories of all accountable property including developing inventory plans, conducting, and reconciling of property records, correcting property records, reports and systems.
  • Ensures the accuracy of records and preservation of auditable records of Government property.
  • Ensures and assists with the accurate and timely disposition of Government property.
  • Validates that assets are received and accounted for within the property management system.
Required Qualifications: (Must be quantifiable, specific, and measurable essential responsibilities)
  • Education - bachelor’s degree in business administration, management or other related disciplines with a minimum of five years directly-related professional work experience in Government property administration or 8 years of property administration experience in lieu of a degree.
  • Certification as a Professional Property Administrator (CPPA) by NPMA preferred.
  • In depth working knowledge of automated inventory tracking systems and well-rounded working knowledge of FAR Part 45, 52.245, DFARS Part 245 and 252.211 and other contract clauses dealing with Government properties.
  • Experience working directly with DCMA and DCAA during property audits and reviews.
  • Ability to work independently and to exercise initiative in completing assignments.
  • Practical experience reconciling audit findings.
  • Experience using spreadsheets, database management systems or other processing software.
  • Ability to lift 50 pounds or team lift of 75 pounds.
U.S. Citizen Required: This position will require the holding of or ability to obtain government security clearance which requires sole U.S Citizenship. Active TS/SCI with Fullscope polygraph, preferred.
Travel Requirements: Willingness to travel and spend time at various sites within the US.
