SNAP is seeking a qualified individual for an Information Technology Director position to work in SNAP’s Mission Support Core.

Position Summary: This position is responsible for helping to set the strategic direction for our agency’s information technology resources. In partnership with agency leaders and with input from the MIS Team, this hands-on position sets technology standards, collaborates with programs and administration to meet new technology needs, and maintains the technologies of the agency including systems and data security, help desk infrastructure, data analysis and report writing, IT policy creation and project management. This servant leadership position includes supervision and coordination of MIS staff as well as being a strategic voice at the executive staff level.

Principle Duties and Responsibilities:

  • Leadership
    • In conjunction with agency leadership and MIS Team input, define the technology plan, directions, and IT strategies of the organization. Ensures IT strategies are aligned with the strategic plan, goals, mission, and values of the organization.
    • Creates and maintains an environment of continuous quality improvement for the MIS team.
    • Understands and promotes a diverse, inclusive, and equitable work environment for all agency staff.
    • In conjunction with the agency leadership, develop an annual IT budget.
    • Seeks innovative ways to apply technology to the organization’s core activities and supporting processes to improve the quality of our organization’s reach while reducing costs.
    • Maintains the organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans with implementing information technologies.
    • Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; and anticipating requirements.
    • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; and benchmarking state-of-the-art practices.
    • Mentors MIS staff in areas of development. Ensures that MIS staff are progressing toward professional goals in developing the skillsets needed to maintain operations and grow skills in the IT field.
    • Serve on HIPPA Compliance Committee with SNAP COO assisting with HIPPA audits, breach logs, notifications, and implementation of security measures to ensure protection of client and staff PII and PHI.
    • Provide technical input to Core Directors and Supervisors regarding IT policies and technology needs.
    • Makes regularly scheduled and assigned work reports, both in-house and to third parties.
    • Attends leadership team meetings as required.
  • Supervisory Responsibilities
    • Directly supervises MIS staff.
    • Communicates job expectations and carries out supervisory responsibilities in accordance with agency policies and applicable laws.
    • Responsibilities include performing or delegating interviewing, hiring, and training employees; planning, assigning, and directing work; evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems.
    • Ensures that staff have the resources and infrastructure necessary to perform tasks.
  • Infrastructure and Systems
    • Manages IT infrastructure, network, systems, telecommunications, operations, maintenance, desktop technology, security cameras, data systems, and user support.
    • Completes projects by coordinating resources and timetables with program departments and the MIS team.
    • Verifies application results by conducting system audits of technologies implemented.
    • Identifies, reviews, and implements software systems that enable the agency programs to provide services effectively and efficiently.
    • Preserves assets by implementing disaster recovery and backup procedures and information security and control structures.
    • Oversee the purchases, configurations, and maintenance of servers and network hardware.
    • Directly and through delegation, ensures computer equipment, hardware, and software are updated to meet organizational needs. Reviews inventory reports.
    • Adheres to software licensing and EULA requirements assisting in maintaining active system and software inventory.
    • Identify support vendors or methods to support extraordinary essential applications, such as Birdseye, Salesforce, Nintex, Cannon, Therefore, F9, Financial Edge, Microsoft applications, and others.
    • Responsible for maintenance and update of the primary database including Salesforce administration, configuration, customization, and development.
    • Serve as the agency’s Electronic Security Officer.
    • Responsible for oversight of Website platform software development, maintenance, proper functioning, and coordination with Communications staff to place content developed. Provide IT technical leadership in agency communication needs including social media platforms.
  • Work with coworkers and volunteers to promote a positive, respectful, and productive working environment, while protecting client confidentiality and dignity.
  • Within the context of the stated principal job duties, serve as an ambassador and positive representative of SNAP’s mission and values.
  • Provides excellent customer service at all times as well as helps to grow the customer service culture within the agency.
  • Completes assigned projects and performs related duties as needed or situation dictates.

Requirements:

EDUCATION AND EXPERIENCE:

  • Required: Bachelor of Art/Sciences with an emphasis on computer or information systems technology plus four years of experience in the information technology field including three years of supervisory experience OR eight years of experience in the information technology field including at least three years of supervisory experience. Experience with Birdseye/Salesforce is required.
  • Preferred: MBA with technology core preferred with a minimum of four years in the information technology field plus five years of supervisory experience OR ten years of experience in the information technology field including at least five years of supervisory experience. Experience with Birdseye/Salesforce is required.

  • Extensive knowledge of information technology policies, practices, and processes, specifically as they relate to data security, application, IT infrastructure management, and IT policy & governance.

  • Experience in the development, implementation, and evaluation of strategic organizational goals, technology modernization plans, and IT Governance policies.
  • Experience analyzing complex and sensitive issues and situations, identifying alternative solutions, and forecasting consequences of proposed actions, and implementing recommendations in support of strategic organizational goals, plans, and policies.
  • Strong knowledge of the principles and process of budgeting and financial management as it relates to operational management and program delivery.
  • Experience and ability to build strong teams with strong supervisory skills.
  • Ability to organize, document, and track activities of the MIS department.
  • Work independently, as well as lead others in ensuring an integrated management information system.
  • Established track record of creating and leading healthy workplace teams.
  • Excellent managerial skills, including planning, delegation, assessment, time management, staff selection, supervision and evaluation, and conflict resolution
  • Ability to conceptualize solutions to complex problems and to initiate and design projects to meet current needs

Certificates, Licenses, Registrations

  • Valid Washington Driver’s License and insured vehicle available for use on the job or acceptable alternative.
  • Must be able to pass criminal background.

Physical and Mental Demands

  • Specific vision abilities required by this job include close vision, color vision, depth perception, distance vision, peripheral vision, and the ability to adjust focus.
  • Regularly lift and/or move 10 pounds and occasionally lift and/or move up to 40 pounds.
  • Frequently required to reach with hands and arms; use hands to finger, handle or feel; talk or hear; stoop, kneel crouch or crawl; regularly required to sit; stand; and walk; occasionally required to climb or balance.
  • Manual dexterity for handling computer/office equipment.
  • Ability to multi-task and prioritize according to emergent or demand for services and technical support.
  • Physically able to attend to agency sites where equipment, servers, hardware or other IT related problems occur.

Work Environment

  • Mostly indoor work environment with frequent interruptions and demands.
  • Working evenings and weekends when necessary.
  • Occasional remote work from home.
  • Occasionally exposed to outside weather conditions.
  • Driving in all weather conditions.
  • Work is generally performed in an office environment indoors, and often requires the ability to drive in all conditions, to off-site meetings in the community or other locations.
  • The noise level is usually moderate.
  • Risk of electrical shock.
