This position is located inRichmond Virginia. This position will lead strategic direction forassigned program area. Candidate will lead and manage the CoE team.

Candidate will provide guidance to project teams using WaterfallAgile SAFe and Kanban methodologies. This includes working withother Program Managers Project Managers Scrum Masters and ReleaseTrain Engineers (RTEs) to ensure they comply with VDOT and VITAprocedures.

This positions specific responsibilities and dutieswill include but are not limited to : Oversee initiatives for theassigned program.

Oversee work in assigned program to ensureconsistent process and quality standards. Assign resources tocomplete deliverables.

Assign resources to support processes.Recommend changes to systems / processes as appropriate. Compliancewith VDOT and VITA policies standards and guidelines.

Work withpeers and subordinates to define strategic direction for assignedprogram. Identify gaps trends patterns and implement processimprovements as needed Be an expert in VDOT and VITA projectmanagement procedures and requirements.

Be an expert in the use ofthe division core project management tool Microsoft Project OnLine(POL). Assist in developing training objectives and needs on VDOTand VITA project management procedures and best practices.

Developproject management processes tools templates and training drawingon common project management methodology the PMBOK and establishedVDOT and VITA methodologies.

Establish and maintain Agile ProjectManagement Scaled Kanban and Waterfall Project Managementframeworks and their supporting practices Create new and enhancedprocedures to capture best practices and mature the projectmanagement process.

Manage the knowledgebase of project managementreference materials to ensure accuracy relevancy and currency.Monitor projects for compliance with established policies andprocedures.

Monitor projects to detect risks and issues andescalate as needed to ensure appropriate mitigation is applied tokeep the project ontrack.

Guide project managers in identifying andmanaging risks. Guide project managers in managing organizationalchange. Guide project managers in defining critical path andmanaging schedule.

Guide project managers in managing budget. Minimum Qualifications 10 years experience leading and managingdirect reports.

Set direction and strategy for the assigned teamAbility to interact effectively with customers and project teammembers. Knowledge of project management tools methods andpractices.

Ability to communicate effectively orally and inwriting. Ability to program and create custom reports using ITapplication standard tools.

PMP certification VITA Project ManagerCertification (can be obtained within 120 days of hire) is a plusbut not required.

Advanced skills using Microsoft ProjectProfessional. 15 years of combined experience with scrum Agile SAFeProduct Line and Waterfall methodologies.

15 years experiencemanaging complex projects with multiple workstreams and highorganizational change. Must be able to quickly and easily adapt tochanging priorities embracing changes to deliver leadership andguidance.

Experience creating and managing knowledge bases job aidsand training programs. Strong functional understanding of MSProject Project Server SharePoint Microsoft Teams Microsoft Plannerand Power BI Ability to assess project risks and issues anddetermine mitigation required to contain or resolve them.

Demonstrated understanding of project portfolio and lifecyclemanagement processes Demonstrated understanding of governanceprocesses procedures and policies for project management.

Demonstrated understanding of organizational change. Demonstratedunderstanding of how to manage the project critical path.

Demonstrated strong facilitation and collaboration skills.Demonstrated skills in developing new processes that incorporatebest practices and address stakeholder needs.

Demonstrated abilityto create clear and concise written procedural documentation.Demonstrated understanding of procurement and vendor managementAbility to articulate thoughts and ideas in support of initiativesthat are being newly developed.
