POSITION RESPONSIBILITIES:
The Data Analyst has responsibility for complex and advanced research and analysis. This position will recommend and implement solutions, make decisions that have long range impacts exercising considerable discretion and requiring independent thinking and judgment.

ESSENTIAL FUNCTIONS:

  • Analyze operational procedures and policies to advise executive team regarding efficiencies and potential impacts of changes or new programs.
  • Analyze, interpret, and provide recommendations regarding financial and operational issues and changes
  • Create custom reports integrating data from multiple software programs for operational and business decision making and reporting; Ensure data utilized to review and evaluate business operations is valid and reliable
  • Evaluate budget performance; monitor expenditures, staffing levels and advise management regarding business status of the program and/or fund
  • Facilitate the budget preparation process of the program or division including but not limited to recommendations for the budget, performing analysis, forecasting and developing reports
  • Research, prepare and present financial and policy information as assigned.
  • Assist with the development of short- and long-range planning tools and resources.
  • Provide input and expertise to Assistant Chiefs of Operations and Support Services regarding new programs, policies, and procedures
  • Provide oversight and recommendations on program budget, staffing levels, and hourly billing rate
  • Research, develop, recommend, and administer various assets, projects, and/or programs as assigned

REQUISITE KNOWLEDGE, SKILLS, AND ABILITIES:

  • Advanced knowledge and understanding of Fire District structure, practice, policies, and procedures.
  • Applied knowledge of municipal and/or government finance, budget, and accounting principles
  • Advanced knowledge and understanding of pertinent federal, state and local laws, codes, regulations and statutes and the connections between these policies and District practices and procedures
  • Advanced skills in facilitating budget preparation and execution.
  • Advanced skills in written and verbal communication
  • Advanced skills in quantitative and qualitative analysis
  • Skills in integrating and manipulating data from various formats and systems/software
  • Skills in producing clear and concise reports and documents to communicate results and recommendations of project/program analysis
  • Skills in project management practices and methodologies
  • Ability to analyze impacts of regulatory and or business changes and interpret results of analysis.
  • Ability to develop reports and presentations illustrating complex financial and operational information.
  • Ability to assess potential fiscal and operational issues.
  • Ability to analyze budgets, financial data, and organizational policies for effectiveness.
  • Ability to perform complex research and analysis
  • Ability to effectively communicate complex and technical information.
  • Ability to manage multiple projects and prioritize and appropriately schedule assignments to meet deadlines
  • Ability to oversee and resolve highly sensitive and confidential matters and situations with tact
  • Ability to perform a variety of independent research and analysis regarding existing or potential citizen issues and other related concerns
  • Ability to maintain confidential information and records.
  • Ability to prepare a variety of interoffice communications, correspondence, forms, statistics, and reports of a routine or special nature

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree, AND
  • Minimum of three years of experience performing complex financial/operational analysis, OR
  • Any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
