Primary Purpose
Manage and direct large-scale, major projects within the department in relationship to Material Quality Management (MQM):
quality assurance(QA), quality control (QC), Performance Inspections, Quality Audits. Manage MQM for Compressor Upgrade
Projects, hydrogen/renewable gas and other special projects. MQM program management for Manufacturer approvals and
quality audits, material traceability and related record retention guidance and related SAP IT projects. Responsible for the
development of work scope, schedule, and resource requirements. Prepare, negotiate and approve contracts for contractors or
consultants.
Job Responsibilities
- Manages and coordinates all activities leading to the successful completion of assigned projects including
project scoping, timelines, cost estimates and design.
Develops and maintains project parameters for project requirements.
Provides direction to contractors, consultants, and project team.
Reports on project progress results, metrics, and project milestone to ensure successful and on-time
project delivery.
Coordinates input from and participation with various other departments within the Company as needed to
meet project objective.
- Manages and coordinates all MQM aspects of Compressor Station Upgrade projects -- Blythe, Ventura,
Honor Rancho, and Moreno Valley. Major Projects MQM program management may also include
hydrogen, renewable gas and other special projects.
- Manages manufacturer approval process including Letter Assessments and On-Site Assessments
including completion of the audit checklist and preparing the evaluation summary reports. Recommending
and revising Company Policy and programs to reflect regulatory and industry standard changes and other
similar work. Prepares plan and schedules for equipment inspection.
- Manages related workforce planning, budget analysis, and prepare budget forecasts.
- Analyzes and determines regulatory impacts and requirements of the project.
- May build business cases and justifications.
- Performs other duties as assigned
Job Qualifications
Requires a Bachelor's in Engineering, or physical science related discipline is required.
Master's Degree or advanced degree is preferred.
6 years related experience in Engineering, quality assurance, material quality management (MQM), or related
experience.
Project management knowledge required.
Must be able to assess the potential financial impact of a project to the Company.
Must possess the ability to review complex problems and propose innovative solutions.
Understands and is familiar with material specifications (MSPs).
Understands and is familiar with Quality Assurance and Quality Control management, programs and inspections.
Has good knowledge of industry standards pertaining to the natural gas storage, transmission and distribution.
Capable of creating and revising policies.
Has intermediate to advance skills in spreadsheet development and analysis for the purpose of trending,
reporting and tracking various components of project management.
Perform manufacturer audits including creation of checklist/form for proper evaluation of manufacturer,
conducting on-site audits and preparing final post on-site audit reports.
