PROGRAM OVERVIEW
The State of Connecticut Department of Administrative Services is looking for an organized Project Manager/Business Analyst to manage and participate in the roll out of a new statewide SaaS application called AssetWorks Facility Management Software. This position will report to a designated Business Lead at the Department of Administrative Services (DAS).Project Manager/Business Analyst will collaborate with the software contractor to onboard DAS and DESPP onto a SaaS application that will be used for tracking and managing assets in
state facilities. Project Manager/Business Analyst will be required to provide weekly reports and updates to the DAS Business Lead and BITS (Bureau of Information Technology Solutions) project lead.
This engagement will be from project kick-off to post-implementation rollout and will include close collaboration with the software contractor, subject matter experts, 3 rd party facility managers, and BITS personnel. This role will be responsible for keeping the implementation
in-scope, on schedule, and on budget while adhering to deadlines and managing risk. Also assisting state personnel with software configuration, documenting the As-Is process, scribe meeting notes and action items, participating in data mapping activities, quality assurance, and user acceptance testing. Will coordinate training efforts in conjunction with software contractor.
SCOPE OF WORK
- The Department of Administrative Services is seeking a Project Manager/Business Analyst using
- position title Project Manager, Int (Master Agreement # 22PSX0163AA) to provide project
- management services implementation of AssetWorks Facility Management Software.
Specific Services Required:
- Work with SaaS vendor PM to execute agreed upon Statement of Work to implement
- AssetWorks software.
- Establish governance model, policies and procedures to manage the project.
- Schedule and track work across functions and organization boundaries.
- Schedule and track all training with agencies. Oversee all project artifacts, including project
- profile, project plan, WBS, project management plan, project summary, solution alternatives,
- cost benefit, risk analysis, and change management using industry standard PM tools.
- Follow and report on project plan outlined in the AssetWorks SOW.
- Scribe all meeting notes/action items for distribution to the project team and follow through on
- action items to ensure timely resolution of open pending items.
- Meet with Agency users and stakeholders to collaborate and document the As-Is business
- process.
- Write test cases based on SME input.
- Participate in data mapping activities, quality assurance, and user acceptance testing.
- Coordinate with Agency business users, BITS, 3 rd party facility managers, and software vendor.
- Assist System administrator with enterprise guidelines and governance for AssetWorks.
- Tightly monitor State deliverables, project scope, and budget to ensure the project is delivered
- within scope, on-budget and on time.
- Coordinate with BITS on Single Sign-On and MFA integration and any other BITS.
- Requirements.
- Participate in project kick-off, decision-end point, and project status meetings; review status
- reports; develop and deliver project presentations and updates to DAS/BITS management and
- Agency Executive Sponsors.
- Manage and store all project artifacts in a central repository and ensure document provided
- throughout the project will meet the needs for post Go-Live support.
- Document the project post-Go Live support plan in partnership with the vendor and hand it off
- to BITS support team as part of project close out activities.
Required Skills/Experience
- Proposed candidate should have a minimum two (2) years of Project Management and two (2)
- years Business Analysis experience, including:
- Experience in project planning & initiation, team management, technical & vendor
- coordination, and implementation of SaaS business solutions.
- Experience in executing projects using project management and full systems development
- methodologies and best practices.
- Experience in developing and maintaining project profiles, project management plan, project
- plan & WBS, solution alternatives, and risk analysis.
- Experience in developing functional, non-functional and technical requirements; business
- process model; gap analysis, system general and detailed design, requirements traceability
- matrix, test cases, test strategy & plans.
- Experience with change management activities, working collaboratively with business and
- technology owners, subject matter experts, software vendor and end users in successful
- implementation of the systems.
- Experience coordinating vendor and business staff schedules and setting up Remote MS Teams
- meetings as well as onsite/hybrid Outlook meetings.
- Experience training and mentoring agency staff.
- Experience with Asset Management solutions would be beneficial.
- Proficient in MS Office tools, such as, MS-Project, MS-Visio, PowerPoint, Excel and Word.
- Proven leadership skills, along with excellent multi-tasking, organizational, negotiation,
- communication and interpersonal skills.
- Ability to meet tight deadlines and adapt to changing priorities.
4. ADMINISTRATIVE CONSIDERATIONS Deliverables
- The descriptions under “Specific Services” form a guide to the anticipated work, as
it is currently envisioned. These tasks may be adjusted, reduced, or expanded as the project progresses through various phases. The contract employee shall be expected to maintain and provide written documentation on any work performed in conjunction with this engagement. The contract employee shall also provide training and mentoring to Agency staff as needed.
Duration/Work Schedule
- The engagement is planned up to 18 months from start of PO. DAS reserves the right to extend the contract term, if deemed necessary, to support additional functionality; however that decision will not be made until near the end of the initial engagement.
All work will be performed in eight (8) hour shifts, 5 days per week, between 7:45am and 5:30pm on normal scheduled business days (Monday to Friday), excluding State holidays. Payment will beon a time and material basis and paid only for hours worked. Travel to client Agencies may be required. Locations are primarily in downtown Hartford and the Greater Hartford area. Schedule will be hybrid model, primarily remote with some onsite based on project/agency need. Preferred candidate should be within driving distance from downtown Hartford and Greater Hartford area. Travel Reimbursement is not provided.
State Resources and Oversight:
- The Connecticut Department of Administrative Services will provide support and guidance to the contractor selected to provide support for these initiatives. Oversight will be provided by a DAS IT Manager in the Agency Success Division. The contractor
will have office space provided when onsite and DAS will provide all computer hardware and software for this project.
Security/Privacy Considerations:
- Information accessible by the contractor employees may be sensitive, confidential, or subject to the Privacy Act and/or HIPAA considerations. Contractor personnel must be familiar with and comply with the provisions of appropriate regulations and/or instructions. Signing of a confidentiality agreement will be required. Daily sign-in will be required. The display of an access badge will be required at all times that the contractor employee is present in the facility.
General/Miscellaneous
- The contractor employee shall discuss and coordinate workload and job scheduling priorities and task assignments with DAS Project Lead or designee. Agency management may request the termination of any agreement resulting from this solicitation, after adequate notice, in the event that contractor performance is or becomes inadequate to support the requirements of this initiative.
