Hazardous Waste Program Coordinator
Job Description:
This job description is for an onsite technical expert for the Hazardous Waste Programs. The candidate will provide technical expertise to assist the 99thRD staff maintain compliance with the hazardous and regulated waste program regulations.
Responsibilities:
- Subject matter expert for each assigned program area within a 13-state area of operations, to include federal, state and local requirements/regulations.
- Review and prepare documents related to hazardous and regulated waste disposal, such as waste profile sheets, disposal turn-in documents, EPA Form 8700-12, etc.
- Provide guidance to staff on waste characterization, containers, storage, labeling, and DOT shipping requirements.
- Monitor and update waste disposal data and consistently look for areas of improvement using data analysis, market research, and ingenuity.
- Act as the technical point of contact with the hazardous waste disposal contractors.
- Interpret regulations for assigned program areas and stay abreast of a dynamic regulatory landscape.
- Review and update a comprehensive Hazardous Materials and Waste Management Plan.
- Provide guidance to staff on the Toxic Substance Control Act pertaining to building renovations and upgrades.
- Prepare, review, and submit Emergency Planning Community Right to Know Act Tier II reports for facilities within the 13 state area of operations.
- Produce white papers, cut-sheets, simple work instructions, etc., breaking down complicated regulations and making them easily understandable for non-environmental personnel.
- Prepare or assist in preparing scopes of work (SOW)/performance work statements (PWS) related to program areas.
- Conduct thorough and accurate audits of program areas for continuous improvement.
- Develop environmental metrics to measure, monitor and forecast performance of program areas.
- Build collaborative relationships with various stakeholders to ensure risks are identified early and managed appropriately.
Basic Qualifications:
- Bachelor’s Degree in Environmental Engineering, Environmental Health and Safety, or a related field
- 5 years of experience serving as an environmental technical resource, program specialist, or program manager
- Excellent organizational and project management skills
- Strong interpersonal skills and the ability to relate to and communicate with individuals throughout all levels of the organization
- Desire and willingness to collaborate with various other stakeholders and organizations and the ability to explain the intricacies related to environmental compliance to individuals with no environmental background
- Proficient with MS Word, Excel, and the Windows software suite
- Extremely detail oriented and meticulous, yet efficient
- Strong analytical skills with demonstrated problem solving ability
- Exceptional work ethic, intrinsically motivated, and the ability to work in a structured yet autonomous work environment with limited supervision
- Advanced or expert level knowledge of hazardous/solid waste regulations at both the federal and state levels, or the willingness, desire and ability to obtain such knowledge
- Advanced or expert level knowledge of waste diversion, waste minimization, and pollution prevention techniques and methodologies or the willingness, desire and ability to obtain such knowledge
- Must have access to a reliable vehicle for local travel
- Must be able to obtain a DoD Common Access Card, background check is required.
Preferred Qualifications:
- Experience leading change in multiple site environments and the ability to influence those that are not direct reports or within your organizations
- Experience successfully implementing environmental management systems (ISO 14001) and conducting environmental audits
- Certified Hazardous Materials Manager (CHMM) through the Institute of Hazardous Materials Management (IHMM)
- 40-hour HAZWOPER Trained/Certified
