Job Description
The Programmer Analyst is a professional position responsible for computer programming and analysis of existing enterprise systems. The Programmer Analyst is responsible for configuring, developing, testing, analyzing, troubleshooting, and maintenance of the Solid Waste Authority’s (SWA) enterprise systems. The Programmer Analyst will also research, design, document, modify, and support business applications. This position reports to the Enterprise Systems Manager and requires reliability, dependability, and accountability in all aspects of the defined role.
Job Responsibilities

Programs, tests, debugs, installs, maintains, troubleshoots, and monitors the performance of business applications.
Collects and analyzes systems requirements, and creates specifications for program modifications, enhancements, and fixes for business applications.
Develops interface programs to exchange data with the Tax Collector, Property Appraiser, PZB offices and third-party applications.
Designs and develops custom business reports.
Participate in creating and maintaining server/database backup plans; ensure that system backups are completed and take corrective action when necessary.
Work independently to identify and resolve technical issues with software and hardware peripherals, and document problems and solutions.
Work collaboratively with other IT staff members to provide technical assistance and cross-train.
Train and assist staff on the Authority’s business applications as needed.
Develops and updates technical and user documentation of systems.
Monitors the IT ServiceDesk system for new requests and logs completed work.
Researches, evaluates, and recommends new technologies in coordination with the Enterprise Systems Manager.
Assists in the maintenance of Systems and Database Administration.
Assists in the planning and testing of disaster recovery.
Provide on-call technical support to identify and solve issues during business hours and outside of regular business hours as needed.
May require local travel to other SWA facilities within Palm Beach County.
Perform other job-related duties as required and directed.

Experience in application programming, database design, systems analysis and design, testing, implementation, and support of business applications.
Strong programming experience utilizing any of these technologies is desired: VB.NET, C#.NET, Java, or Four J's Genero tools.
Experience in relational database management systems, preferably Microsoft SQL Server.
Experience in developing and implementing enterprise-scale reports and dashboards using the BI suite of tools.
Experience with in-depth analysis of SQL queries and query optimization preferred.
Ability to identify, define, and resolve software and hardware issues.
Ability to manage multiple tasks and meet scheduled deadlines in a self-directed fashion.
Ability to communicate clearly both verbally and in writing.
Ability to establish and maintain effective working relationship with supervising personnel, co-workers, and vendors.
Ability to work alone or as part of a team with a strong emphasis on knowledge sharing.
Excellent planning and organizing skills.

EDUCATION AND EXPERIENCE
The ideal candidate possesses the education and experience listed below.
- Bachelor's degree in Computer Science or related field with three or more years of progressive experience in configuring, administering, developing, implementing, and supporting business applications. An acceptable equivalent combination of education, training, and experience may be considered.
- Experience in Development, Maintenance and Administration of Public Administration business systems is a plus.
- Familiarity with Agile Scrum methodologies and PMI standards a plus.
- Any combination of experience, education and training that provides the required knowledge, skills and abilities to perform the essential functions of the position.
