Program Manager II
Major Area of Responsibility:
Provide program analytics and oversight over identified programs.
Conduct high-level analyses and recommendations for critical strategic decisions for presentation to leadership.
Produce accurate and timely management reports.
Apply advanced analytical processes to the planning, design, and implementation of complex data with a focus on developing the strategic use of the data and improving program effectiveness to support sound business decisions.
Conduct proposal preparation, contract negotiation and administration of contracts or subcontracts while providing routine contract support including preparing contractual documentation from pre-award through closure, contract briefs, budgets, summaries, and billing instructions.
Monitor company performance for conformance to original proposal and maintain continual review to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications and government regulations.
Prepare and disseminate information throughout the company regarding contract status, compliance, modification, deviation, support bid teams with preparation, production, and submission of business and technical proposal volumes.
Participate in meetings and coordinate with the government and contractor support staff as needed to recommend and prepare post-award contract actions.
Develop and implement a wide range of new and innovative quantitative methods for modeling and forecasting.
Define data requirements and analytical techniques for various customer programs and initiatives.
Create and write complex data management plans and develop guidelines and standards regarding implementation. Manages and maintains highly confidential information and data.

Required Knowledge, Skills, and Abilities:
Communicates (both verbal and written form) with customers, prime contractors, and subcontractor's contacts.
Monitor and review contracts and related system reports for accuracy and completeness.
Recommend, develop, and maintain contract databases, computer software systems and manual filing systems.
Interact with internal and external customers regarding invoicing.
Complete all deliverables promptly and within the specified time frames.
View and update customer business, additions, and changes.
TS Clearance is required.

Education:
Education: BA/BS in relevant subject matter required
Experience:
Minimum of 5 years required
