Position Overview
Provide Headquarters Air Combat Command (HQ ACC) Directorate of Plans, Programs, and Requirements Command and Control (C2) Weapons Systems (A5Y), A5/8/9 Command and Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) functional support and expertise to include facilitating, drafting, and coordinating JCIDS related activities and study efforts and providing MAJCOM staff support relating to PPBE to include supporting Program Objective Memorandum (POM) preparation efforts. This will include planning, coordinating, and monitoring the efforts of Government and contracted team members with the objective of developing required documents, plans, studies, etc. as required by the Government. Shall also support documenting, formatting, coordinating, and publishing required documents.
Essential Job Function
- Provide a senior level representative responsible for overall project performance to include supervisory responsibility of Contractor personnel.
- Possess an in-depth understanding of the JCIDS process, all functional areas within the ACC Headquarters, the C2 mission area, DOD staff work/processes, and regulations guiding JCIDS document development and coordination.
- Develop and manage integrated product work schedules; recommend needed expertise to effectively accomplish a required effort to include studies; facilitate, track, and manage performance of study team members; monitor progress and provide timely (at least monthly) updates on status of assigned projects; and monitor project cost/schedule impact.
- Utilize an in-depth understanding of the overall JCIDS process to effectively identify and coordinate required resources to maintain established schedules and baselines, as well as develop “get-well” strategies as required.
- Utilize expertise with PPBE to support functions such as POM builds and to advise Government on programmatic issues.
- Remain abreast of all relevant information and guidance impacting JCID related studies, POMs, associated documents, coordination requirements, etc.
Qualifications
Minimum Qualifications
- Master’s degree from an accredited university in a technical or business discipline
- Five (5) years’ experience on MAJCOM or higher-level staff (combination of active duty, Government service or Contractor)
- Five (5) years’ operational experience in the Joint Service mission areas or allied programs
- Five (5) years’ experience developing, coordinating, publishing, and briefing JCIDS documents
- Five (5) years’ working with PPBE and support POM/Budgeting efforts
- Must have current Defense Acquisition Level II (minimum) certification, or obtain certification within 6 months of hire
- TS/SCI required
