What are the responsibilities and job description for the Contract Administrator position at SORTA l Metro?

Metro is seeking a Contract Administrator who will be responsible for preparing contract documents and purchase orders utilizing established forms and procedures. Maintains, files, and records documents relating to the history of procurements and contract performance. Assists in preparation of Board action items as requested. Performs related administrative duties as required. Complies with SORTA’s policies and procedures, state and federal laws and regulations.
JOB DUTIES
  • Collaborate with internal stakeholders and selected vendors to finalize the scope of goods or services to be acquired.
  • Monitor contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.
  • In conjunction with the project manager prepare, negotiate and issue change orders, modifications, or other necessary contract revisions; verify actions required for contract close-out.
  • Participate in the negotiating and resolving contractor claims and disputes.
  • Maintain familiarity with changes to applicable Federal, State, and local laws and regulations and communicate to others as appropriate.
  • Monitor all contract deadlines to ensure timelines are kept and all relevant renewals are initiated in a timely manner.
  • Performs final closeout of assigned contracts; e.g., assures delivery, inspection and acceptance of contractual end items and that all administrative and reporting actions have been resolved before recommending final closeout.
  • Maintain good communications with internal and external customers.
  • Prepare routine and extraordinary reports as required
  • Ensure that contract files are complete and compliant with SORTA, State and FTA audit requirements.
  • Participate in the development and implementation of strategies to meet or exceed organizational and department performance goals and objectives
  • Comply with SORTA, State of Ohio and FTA standards of conduct and ethical requirements.

  • Ability to work in compliance with Metro's safety and security policies.
  • Perform duties of a similar nature as required.
QUALIFICATIONS
  • Bachelor’s Degree from an accredited college or university and/or equivalent years of work experience
  • Five to seven years of related experience in administering contracts for public agencies, preferably involving Federal and State funding.
  • Certified Contracts Manager or similar professional certification
  • Familiarity with standard public-sector procurement procedures and accounting practices
SKILLS
  • Proficiency in MS Office (or similar) suite, including but not limited to Excel and Word; GroupWise or similar email and calendaring software; and Maximo or similar inventory management and purchasing software; must have the ability to learn new computer programs (software and applications)
  • Communications - Excellent verbal, writing and non-verbal skills. Persuasive, consensus builder.
