What are the responsibilities and job description for the Analyst II/Regulation position at Southwest Gas?
The Analyst II/Regulation is an individual contributor within the Regulation department.
This position may provide analysis in support of the Company's regulatory goals and initiatives by assisting in the preparation of all rate changes, tariffs, and regulatory materials that are used in the advocacy and implementation of the Company's regulatory positions and initiatives. This position may also perform calculations and prepare source documentation supporting rates billed to customers in the customer information billing system. This position may also be responsible for developing a detailed understanding of the Company's state tariffs, public utility codes, commission orders, research collection practices and is able to convey that information to various Company employees and outside entities, as necessary. This position may serve as a subject matter expert witness in regulatory proceedings.
POSITION DIMENSIONS
This position is not responsible for personnel or budgets. The incumbent frequently exchanges information with all levels of personnel within the organization, outside vendors, consultants, and external regulatory stakeholders.
QUALIFICATIONS
There are clear precedents and practices which the incumbent uses to determine how this job is performed. This position requires a minimum of three years of relevant work experience plus a minimum of a bachelor's degree in engineering, economics, accounting, finance, or similar field; or equivalent combination of education and experience sufficient to successfully perform the essential job responsibilities. In addition, this position requires the demonstration of a high level of analytic problem solving, knowledge of spreadsheet software, and the ability to perform complex computer model development. In addition, this position requires the demonstration of an advanced level of technical writing ability.
ESSENTIAL JOB RESPONSIBILITIES
- Retrieve data to support and assist in preparing all regulatory filings, testimony and supporting schedules to ensure work products effectively advance the Company's technical regulatory strategies, including providing direction to internal departments to develop analyses on topics related to regulatory issues
- Assist in developing all regulatory proposals, and review the work of internal personnel and external parties critically and ask challenging questions, to ensure the Company is achieving its regulatory objectives
- Retrieve data and prepare financial and operational analyses in each rate jurisdiction to ensure recorded and statistical information is completed and maintained in a timely and accurate manner to provide the analytics necessary to support cost recovery initiatives, regulatory filings and regulatory strategy
- Assist in preparing and developing complex and technical analyses of multiple components of the Company's cost of service and rate design allocation models in each rate jurisdiction and identify variances, trends or issues that may impact cost recovery or regulatory initiatives
- Retrieve data and assist in preparing forecasted results of operations by ratemaking jurisdiction to develop recommendations to senior management in support of corporate financial and regulatory goals
- Assist in performing analyses to ensure that the execution of regulatory strategies achieves desired business results by regularly reviewing achieved results and directing adjustments to strategies accordingly
- Proactively monitor and communicate emerging regulatory issues and the potential impact on the Company's operations
- Assist in performing calculations and preparing source documentation that is provided to internal groups in support of required updates to customer information billing system components to ensure customers are accurately and timely billed and the Company recovers all amounts authorized by its regulatory commissions, including the reporting or and making recommendations when changes to the billing system are required
- Assist in performing various components of the annual preparation of the budgeted margin and ensure operational changes or commission decisions are accurately reflected, as appropriate
- Assist in reviewing of complaints, briefs, statutes, regulations, proposed regulations and other regulatory documents for the purpose of analyzing and formulating appropriate regulatory response or action
- Assist in preparing and responding to data requests
- Develop into a subject matter expert witness in regulatory proceedings by sponsoring written testimony, responses to discovery requests, and testifying persuasively at hearing in support of any or all regulatory proposals before state and federal regulatory bodies, at times under adverse conditions, to defend the Company's position or to defend against positions that the Company finds objectionable
- Assist in performing all internal and external regulatory monthly, quarterly, and annual compliance, tariff, and rate adjustment filings
- Assist in developing department procedures and documentation prepared by others to ensure they are appropriately updated and maintained
- Analyze the economic feasibility of customer bypass and, when economic bypass is feasible, determine the marginal cost of providing service and the floor margin that the Company should expect to recover from the customer
- Develop an acute awareness and expertise of commission approved tariffs, statutes, regulations, and pertinent commission decisions
- Assist in the departments' annual budget process
- Actively identify, implement and encourage potential enhancements to current processes that may streamline or increase efficiencies
- Perform other duties and responsibilities as assigned

$73,882 - $110,824
