Supervisor/Geographic Information System

The Supervisor/Geographic Information System (GIS) supervises and provides leadership in the Division GIS Department. This position is responsible for supervising and maintaining current knowledge of all Southwest Gas GIS applications including but not limited to; ESRI ArcGIS, Schneider Electric ArcFM, FieldSmart View, AutoCAD, GSI Trimble and GPS Post Processing Software and Hardware, DNV/GL Model Builder, Synergi, Capture and PaperVision Scanning Software and Division specific manuals and procedures: As-Built Drawings, Design Drawings, Posting Standards and Land Base Procedures. This position creates and executes custom spatial data queries using Perl & Python programming language and analyses to support data requests for State, DOT and operations pipe integrity programs and identify and correct data quality issues ; evaluates system performance and enhancement requests from users; acts as a liaison between the Division and the Corporate GIS Administrators.

QUALIFICATIONS

There are clear precedents and practices which the incumbent uses to determine how this job is performed. This position requires five to seven years of relevant work experience. This position also requires three years’ experience using ArcGIS/ArcFM Desktop. Also required is experience with Microsoft Office Suite, relational and spatial databases, basic GIS principles and cartographic knowledge, and Python scripting language.

The incumbent must possess a valid driver’s license.

The incumbent must provide innovative thinking and creativity and be able to interact with functional organizations throughout the Divisions. Good oral and written communications skills are needed.

The following are desirable qualifications for the incumbent to possess: degree in GIS or related studies; ESRI technical certifications of ArcGIS Desktop Associate or ArcGIS Desktop Developer; Schneider Electric ArcFM Certification; AutoCAD map 3D Proficiency; MapFrame FieldSmart Standard Viewer or other Mobile GIS viewer application proficiency; Trimble Pathfinder Office proficiency; experience using GIS applications.

POSITION DIMENSIONS

Reporting directly to this position are up to two exempt employees and up to twelve non-exempt support staff personnel and contractors. The incumbent frequently communicates and exchanges information with management outside of Engineering and with contractors and vendors.

ESSENTIAL JOB RESPONSIBILITIES

• Supervise all aspects of the GIS department
• Act as local GIS Administrator
• Advise and direct the activities of Division users on GIS projects
• Demonstrate familiarity with the applications and functionality of the GIS hardware and software
• Conduct employee training in the GIS, AutoCAD, FieldSmart View, PaperVision and GPS software and hardware and provide troubleshooting as necessary
• Evaluate facility data/GIS requests within the Division by prioritizing requests and by keeping negative business impacts to a minimum
• Oversee ModelBuilder extraction of ArcGIS data for Synergi Models
• Maintain active liaison with local and project management, keeping all stake holders informed of project progress, discussing GIS issues and action items, and making required presentations
• Understand how the GIS can best be utilized within the Division’s normal business activities
• Establish and maintain liaison between Division personnel and with Corporate GIS Administrators for soliciting input for new GIS and FSV applications and enhancements
• Ensure the accuracy and integrity of Division data contained in the GIS
• Provide map support for various Company initiatives (i.e. NCDP, SLIP, COYL, VIP, DIMP, TRIMP, CP, MVP, and Leak Survey); Develop and implement processes for GIS activities related to these initiatives
• Review and verify that information placed into the GIS meets the Posting Standard requirements
• Maintain data on compliance of installation to regulatory statutes and regulations
• Review the as-built packages meet the As-built Standards to accurately post and for scanning documentation
• Assure Company compliance with published Posting, Engineering and Company standards
• Provide required assistance to Division Code Compliance Department during audits
• Direct and manage mapping, drafting and facility information maintenance
• Act as local Capture and PaperVision Administrator and Subject Matter Expert (SME)
• Oversee activities within the Division scanning/copy center for electronic records retention
• Assist with maintaining the Quality Assurance/Quality Control (QA/QC) of map and facility records
• Act as the local AutoCAD SME
• Provide required assistance to Division AutoCAD users
• Provide required GPS software and hardware assistance to Division users
• Assist with emergency response activities – Be subject to “on-call” duty
• Promote prompt, safe response to emergency incidents to protect the public, public property and Company facilities
• Analyze and make critical decisions related to emergency response and working under an emergency response structure
• Outage Trace/Isolation District creation/maintenance
• Develop annual Engineering budgets; Complete monthly budget variance reports
• Perform related duties and responsibilities as assigned

SALARY DETAILS

$66,996 - $83,745

This position is regulated by the Department of Transportation (DOT) under Title 49 CFR Part 382 and Part 40. Any applicant/employee who performs a DOT covered function or is licensed and would operate a commercial vehicle for the Company will be subject to drug and alcohol testing under the Company’s DOT drug and alcohol testing programs.
