Position Summary
The Human Resources Specialist will assist the Human Resources Coordinator with duties primarily related to recruitment, onboarding, and retention of staff. The position is under the direct supervision of the Human Resources Coordinator and general supervision of the Administrative Services Director.
Essential Job Duties: Human
1. Conduct recruitment of staff and drivers by keeping hiring materials up to date and preparing notices.
2. Post notices of employment openings on IWF and work with the Communications Coordinator on the broad dissemination of information regarding vacancies.
3. Receive applications and resumes. Maintain said documents as required by policy or applicable law.
4. Coordinate with transit staff to ensure all in-house new driver training is completed.
5. Set up and maintain all employee files and records. Including but not limited to notices of employment and termination, a notice of wage increase, employee evaluations, complaints, discipline records, training documentation, leave documentation, etc.
6. Maintain records on employment-related training, including safety, benefits, customer service, career-specific training, etc., and work with staff to ensure periodic training.
7. Assist Human Resources coordinator in researching trainings for drivers and staff
8. Assist Human Resources with driver and staff trainings
9. Maintain records of former employees as required by policy or applicable law.
10. Maintain records on required driver checks. These checks are but are not limited to, MVR, Criminal and Abuse History, US Dept of Justice National Sex Register, and Motor Vehicle records.
11. Maintain records of evaluations.
12. Assist with producing payroll
13. Assist with employee benefits management
14. Maintain positive working relationships with staff, clients, member governments, funding sources, and the general public.
15. Perform additional duties as assigned by the Executive Director or Administrative Services Director.
16. Must have the ability to safely exert 20 pounds of force occasionally, and/or up to 10 of force frequently. Requires walking or standing to a significant degree; or requires sitting most of the time but entails pushing and/or pulling of arm or leg controls (PCP Test Level 2).
Knowledge, Skills and Abilities Required
· Knowledge of MS Office software
· Understanding of human resources principles
· Good oral and written communication skills
· Good time management skills
· Ability to maintain the confidentiality of SWIPCO and member governments' information
· Ability to maintain the confidentiality of employee information and records
· Ability to prioritize work
· Ability to proficiently operate a variety of office equipment
· Ability to type accurately
· Ability to maintain orderly records/files
· Ability to follow instructions
· Ability to conduct business in a professional manner
Minimum Educational/Physical Requirements
· An associate degree in human resources management or a related field
· At least 5 years experience in a professional office setting with extensive hands-on experience with confidential information.
· Because of the nature and immediacy of the work, maintaining regular and predictable attendance in the Atlantic, Iowa office is essential. The position has very little ability to telework.
· A current valid driver's license. Must take a post-offer Physical Capacity Profile and achieve a minimum of a Level 2. Re-testing will occur at least every 5 years or as required by the SWIPCO return to work policy following an absence due to sickness or injury.
***This position’s workstation is designated as “In Office” on SWIPCO’s telework eligibility metric. This means that most normal working days will either be in the SWIPCO offices or in the field working on projects. Working remotely is possible on an as-needed, ad-hoc basis but will not be the primary workstation. ***
