What are the responsibilities and job description for the CONTRACT SPECIALIST position at Space Development Agency?

This position is part of the Space Development Agency. The incumbent will be responsible for the provision of acquisition/contracting support to the SDA Contracts Cell.

This is a 4 year term position that is subject to conversion to a permanent appointment without further competition. Promotion potential to the NH-IV.

Qualifications:

You may qualify at the NH-03 level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
  • Contracting for research and development efforts. Basic familiarity with Other Transactions for Prototype agreements is desired.
  • Knowledge of procurement regulations (Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS)) .
  • Familiarity with negotiating and awarding Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) contracts.
  • Indefinite-Delivery and Incentive contracts is desired.
  • Cost analysis.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, as listed below:

A baccalaureate degree from an accredited academic institution.

This requirement does not apply to a DoD civilian employee or Service member who:
- Served as a contracting officer with authority to award or administer contracts in excess of the SAT on or before September 30, 2000.
- Served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30,2000.
- Is an enlisted member of the CCF. This exemption only applies to CCF members in their current or future CCF positions.
-The baccalaureate degree exemption does not apply to current CCF members seeking employment within DoD as an 1102.

As a CONTRACT SPECIALIST at the NH-1102-3 level, some of your typical work assignments may include:
  • Assisting SDA senior contracting officers with large dollar, complex acquisitions. They will be expected to evaluate, award, and administer smaller, less complex efforts independently. Responsibilities include the following:
  • Soliciting, analyzing, and negotiating proposals for specialized research and development requirements for SDA's space programs and SDA services.
  • Performing cost analysis and developing pre-negotiation positions for proposals requiring cost reasonableness determinations.
  • Ensuring contract/agreement awards and associated modifications contain terms and conditions consistent with applicable regulations.
  • Providing assistance to SDA senior contracting officers in developing and implementing program acquisition strategies.
  • Providing contracting support to SDA source selections and assuring the source selection team complies with all aspects of the source selection plan.
  • Assisting in the administration of contracts and agreements by assuring compliance with the terms and conditions of the contracts/agreements, including resolution of problems concerning the obligations of the parties.
