Summary
Support the Business Development and Business Capture process with a primary responsibility for the identification, collection, and analysis of contract opportunity data for DoD, Federal, and commercial customers. Analysis will include market research requests (e.g., RFIs, Sources Sought, etc.), Government Industry Days (in-person or virtual), Registering with Office of Small Business Programs departments across multiple agencies, and use of other known Government/Commercial portals, as applicable, to support pipeline management of targeted opportunities.
Additional duties include conducting market analysis of developing trends (spend cycles, emerging markets/lines of business, etc.) using existing public/private tools (USASpending.gov, FPDS, GovWin, Bloomberg, Statutory/Regulatory releases, etc.); assistance with cost proposal development and recommendations on methods, procedures and techniques to be used in cost proposal preparation; reviewing non-price proposal content/format; and assisting in developing cost strategies, analyzing competitive proposals, and performing analysis of contracts of other firms to assist the VP of Business Development, VPs of Operations and their associated Division Directors and Proposal Development teams.
Responsibilities
- Conducts analysis of contract opportunities for DoD, Federal and commercial customers with a focus on targeting high win probability targets.
- Supports providing responses to markets research requests (Sources Sought, RFIs, etc.).
- Attends Government Industry Days (virtual or in-person) as needed.
- Engages Government Agency Office of Small Business to understand their acquisition forecast and incorporate into the market research analysis.
- Registers and maintains online CRM profile with all targeted Office of Small Business Program customers.
- Creates and maintains a pipeline of possible targets tracking them from identification through contract award (or a no-bid decision).
- Develops and maintains a repository of capability briefs/statements that are used to describe business offerings.
- Supports proposal response activities for management, technical, past performance, and other non-price/business volumes.
- Leads proposal response activities for price/business volumes.
- Conducts price to win analysis for labor, materials, supplies, parts, equipment, and other expenditures.
- Develops and maintains artifacts to support cost data submissions.
- Performs other duties and assignments as required.
Qualifications
- Bachelor’s Degree in a Business Discipline (General Business, Marketing, Finance).
- Minimum four years of experience in business development analyst work in a related industry or of a similar nature.
- Must be highly proficient in personal computer skills and able to work autonomously with Microsoft Office Suite (specifically, Excel, Word & PowerPoint).
- Some experience and knowledge of the following with desire to learn and achieve expert level knowledge: FAR, DFARS, Government Acquisition/Contracts Process, Government Opportunity Portals (SAM.gov, Seaport-NxG, etc.), Data Mining Sites (USASpending.gov, FPDS, GovWin, Bloomberg, etc.) working with Government Contracts to include Department of Labor cost related regulations and directives.
